Dear Mr. Starostecki:

Reference is to your letter of December 14, 1982 which forwarded IE Combined Inspection Report Nos. 50-387/82-40 & 50-388/82-12 and " APPENDIX A, NOTICE OF VIOLATION."

Your letter advised that PP&L was to submit, within thirty (30) days of the date of the Notice, a written reply addressing (1) corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations and (3) the drte when full compliance will be achieved.

The " NOTICE OF VIOLATION" cites one (1) violation which is stated below and is followed by its corrective action response:

Violation:

Technical Specifications 4.6.2.1.b.1 and 6.10.1.d require that, during testing which adds heat to the suppression chamber, average supgression chamber water temperature be verified to be less than or equal to 105 F at least once per 5 minutes and that records of such surveillance be retainea for at least five years.

Contrary to the above, on November 19, 1982, there was no record made of average suppression chamber water temperature during Reactor Core Isolation Cooling System testing which added heat to the suppression chamber.

Corrective steps which have been taken and results achieved:

This violation was cited subsequent to the completion of the RCIC test which was being conducted from the remote shutdown panel. Therefore, at the time of citation the suppression pool was at its normal operating 8302030564 830120 PDR ADOCK 05000387 O

1 temperature and no remedial action was necessary to correct the specific condition.

Corrective steps which will be taken to avoid further violations:

PP&L has reviewed the operating test procedures to determine which of these tests adds heat to the suppression chamber. For those operating test procedures which do add heat to the suppression chamber the requirement to verify suppression pool temperature in accordance with Technical Specification Section 4.6.2.1.b.1 will be included. A log sheet for recording suppression pool water temperature is also being added to these procedures.

The affected procedures will be revised to add the suppression pool temperature recording requirement by January 31, 1983.

t In addition, each operating shift will be required to review this violation by March 1, 1983.
