License Condition for the Unit 3 High Energy Line Break (HELB); License Amendment Request (LAR) 2008-07; Supplement 10 As part of a HELB LAR submittal dated December 16, 2011, Duke Energy Carolinas, LLC (Duke Energy) committed to the implementation of a Protected Service Water (PSW) system. This LAR has subsequently been supplemented by Duke Energy letters dated January 20, 2012, March 1 and 16, 2012, July 11 and 20, 2012, August 31, 2012, November 2, 2012, April 5, 2013, June 28, 2013, August 7, 2013, December 18, 2013, February 14, 2014, and April 3, 2014.
Recently there have been phone discussions and Request for Information (RAI) response correspondence between the Staff and Duke Energy regarding seismic qualification and design basis requirements for the PSW building (primarily RAI item 141). As such, and as previously discussed with the Staff, in order to support the completion of a PSW Safety Evaluation, Duke Energy proposes the following Licensing Condition "1":
Duke Energy Carolinas,LLC (Duke Energy) shall perform a seismic probabilisticrisk assessment (SPRA) which includes the ProtectedService Water (PSW) system, in accordance with the Electric Power Research Institute (EPRI) Report No. 1025287, "Seismic Evaluation Guidance: Screening, Prioritizationand Implementation Details (SPID) for the Resolution of Fukushima Near-Term Task Force Recommendation
- 2. 1: Seismic,"(i.e., the SPID report, November 2012) for the Oconee Nuclear Station (ONS). Duke Energy shall expand the Seismic Equipment List (SEL) to include the PS W system.
