Dear Mr. Gillespie:
By letter dated December 16, 2011, as supplemented January 16, 2012, Duke Energy Carolinas, LLC (the licensee), resubmitted LARs for ONS which propose revisions to the current licensing basis regarding HELB mitigating strategies. The above LAR and supplement supersede the previous LARs submitted by the licensee associated with the HELB mitigating strategies dated June 26, 2008, December 22, 2008, and June 29, 2009.
The U.S. Nuclear Regulatory Commission (NRC) staff is in the process of reviewing the LARs, and has determined that additional information is required in order to complete the review. The RAI is enclosed. The draft RAI was provided to your staff electronically, and telephone calls between your staff and the NRC staff have occurred to ensure that the right level of detail is provided in the RAI responses. Please provide a response to the RAI 30 days after the receipt of this letter. If you cannot respond within 30 days please provide the reason and a schedule of when you can respond to the RAI.

TO REVISE PORTIONS OF THE UPDATED FINAL SAFETY ANAYLSIS REPORT (UFSAR)
RELATED TO THE HIGH ENERGY LINE BREAK (HELB) MITIGATION LICENSING BASIS DUKE ENERGY CAROLINAS, LLC OCONEE NUCLEAR STATION, UNITS 1,2, AND 3 (ONS)
DOCKET NOS. 50-269, 50-270, AND 50-287 By letters dated June 26, 2008, December 22, 2008, and June 29, 2009, to the U.S. Nuclear Regulatory Commission (NRC) (Agencywide Documents Access and Management System, (ADAMS) Accession Nos. ML081910559, ML090020355, and ML091870501, respectively),
Duke Energy Carolinas, LLC (the licensee, Duke), submitted LARs for ONS, which proposed revisions to the current licensing basis regarding HELB mitigating strategies. By letter dated December 16, 2011 (ADAMS Accession No. ML12003A070), as supplemented January 20, 2012 (ADAMS Accession No. ML12025A124), the licensee submitted a LAR and supplemental information which has superseded all the above LARs.
The NRC staff is in the process of reviewing the LAR, and has determined that the following RAI is required in order to complete the review.
[H] RAI109 Provide the following information associated with the protected service water (PSW) system modification:
- a.
Provide all proposed UFSAR pages for the PSW system modification including piping and instrumentation drawing showing all pumps, valves, pump design data, and the pump performance curves.
- b.
Provide the proposed changes to UFSAR Section 3.2.2 for PSW system, and the American Society for Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code) classification for PSW system pumps and valves.
- c.
Provide the proposed changes to the inservice testing (1ST) program for the PSW system including any bases for excluding any PSW pumps and valves from 1ST program.

Provide the proposed changes to the motor operated valve programs associated with the PSW system modifications related to Generic Letter (GL) 89-10 "Safety-Related Motor-Operated Valve Testing and Surveillance," GL 95-07 "Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves," and GL 96-05 "Periodic Verification of Design-Basis Capability of Safety-Related Power-Operated Valves,"
