Dear Mr. Grigg:

On April 22, .1997, the NRC staff conducted a teleconference with Wisconsin Electric Power Company (WEPCO) to discuss the meteorological data and atmospheric dispersion assumptions under consideration for control room habitability assessments at the Point Beach plant. Current regulatory guidance for i performing control room habitability assessments is outlined in Standard Review i Plan 6.4 of NUREG-0800. WEPCO was aware of work performed for the NRC by l Pacific Northwest National Laboratory entitled, " Atmospheric Diffusion for Control l

l Room Habitability Assessment," NUREG/CR-5055 (1988). During the i i teleconference, the staff committed to publicly release the results of more recent activities that supported the staff determination that the methods proposed in NUREG/CR-5055 should not be used for current licensing applications. I 1

The staff undertook the work effort that resulted in NUREG/CR-5055 to determine whether improvements could be made to the longstanding reference methods, referred to as the Murphy-Campe procedure (published in the 13th Air Cleaning  !

Conference in 1974), of the SRP. The staff has taken no action to date to generically endorse any alternative methods from the procedures outlined in the SRP. Additional work on the new methods led to a peer review of the work outlined in NUREG/CR-5055, and in a subsequent iteration of the model published in Atmospheric Envirenment (Ramsdell,1990), which led to a critique and author's response (1992).'The two enclosures (letters dated May 20 and August 23,1994) j provide the results of the peer review and a discussion of the disposition of the i

review and proposed changes to the new methods. Comments are being incorporated into another document, NUREG/CR-6331, Revision 1, " Atmospheric
