OUTSTANDING TECHNICAL SPECIFICATION ISSUES Re: Haddam Neck Plant On October 30, 1986, we were informed that scheduled completion and submittal of the standard technical specification (STS) conversion for the Haddam Neck Plant has been delayed until at least April, 1987. Since the inception of the STS conversion, Connecticut Yankee Atomic Power Compcny (CYAPCO) has referred commitments for the resolution of several technical specification to this effort.

In view of the most recent delay, the staff concludes that some of long standing technical specification comitments should be resolved in advance of the STS conversion effort. In particular, we request the submittal of technical specifications for all items identified in Enclosure 1 of Generic Letter 83-37 and the submittal of technical specifications on mechanical and hydraulic snubbers and degraded grid voltage protection within 60 days of receipt of this letter.

Enclosure 1 provides a more detailed description of the technical specifications I requested. Enclosure 2 identifies other technical issues from the Haddam Neck Integrated Plant Safety Assessment Report (IPSAR), NUREG-0826, for which the licensee has comitted to technical specification modifications, as part of the STS conversion effort; CYAPC0 should assure that these issues have been addressed in the STS conversion package.

2. Mechanical and Hydraulic Snubbers
A Generic Letter to SEP licenses on March 23, 1981 as modified by Generic Letter 84-13(5/3/84) contains model technical specifications to resolve this issue.
3. Degraded Grid Voltage Protection A technical specification submittal for degraded grid voltage protection was made in 10/81. However, in our Safety Evaluation dated 7/2/85, we concluded that the proposed T.S. did not agree with the degraded grid procedures and requested a resubmittal of Technical Specifications 3.9, 3.12, 4.2 and 4.5 to resolve the disparity.
