Dear Mr. Jones:

The Emergency Preparedness Task Force has completed its review of your emergency plan submittals dated December 31, 1979. The site visit meetings with local officials and members of the public have also been concluded.

As you are aware, new acceptance criteria for evaluating licensee, state and local emergency plans have been jointly developed by NRC and FEMA.

The review has indicated that additional infonnation and comitments are required before the staff can conclude that your emergency preparedness program is acceptable. Enclosed for your use are the results of our recent review of the plan against the criteria stated in NUREG-0654. Note only the element numbers are provided. Our staff feels these elements are not adequately addressed in your plan. A detailed discussion of these deficiencies was given to your staff during the site visit of March 25-26, 1980. Accordingly, your emergency plan should be reviewed against these criteria and a revision to the plan provided within 60 days from receipt of this letter.
