Gentlemen:

Subject: Notice of Meeting Regarding Facility Staffing (Generic Letter 84-02)

We have completed a preliminary analysis of the data submitted in response to a survey that was initiated in early December 1983. One of the concerns that emerges from a review of the data is the potential for a limited amount of commercial nuclear power plant operating experience among members of the operating staff at the time of licensing. This concern has prompted us to arrange a meeting with you where we can discuss the issue in general and give you our views on what needs to be done to deal with the various problem areas.

The meeting is scheduled for 10:00 AM on January 25, 1984 in the Phillips Building, Room P-118, 7920 Norfolk Ave., Bethesda, Md. 20014. We request that at least one, but not more than two individuals, from each utility attend the meeting. A senior officer responsible for staffing and, if desired, the manager of training would be appropriate representatives.

The purpose of the meeting is to inform you of our concern and to share with you our present thinking on acceptable experience profiles for licensing new plants. We would welcome a general discussion of the issues; no plant-specific presentations are requested. Follow-on meetings with individual applicants may be necessary to discuss plant-specific issues and their resolution.

Please advise the NRR Project Manager by January 20, 1984 if you will not be able to attend.
