dP calculations for the remaining MOVs will be completed by the end of the Spring 1988 LLRT Outage.
j Response: Design Calculation 4685. Vol. III, has been completed. This volume contains the dP calculations for the 7 additional MOVs. The worst-case dP was calculated for each MOV. These dPs were applied to thrust calculations for both closing and opening valve strokes, o
Limit switch position for valve backseat will be confirmed during MOVATS testing.
Response: Motor current traces from the MOV open stroke tests confirmed that the open-on-limit rewiring is correctly installed. None of the MOVs tested after the modification showed torquing into the backseat prior to limit switch trip. Details of MOV test results are in Enclosure 2.
Training will be provided for D9troit Edison personnel on the o
MOVATS test system and data (signature) analysis.
Response: Five individuals received training on MOVATS signature analysis. Attendance and exam records are on file. The trainees include (1) maintenance support technician, (3) engineers, and (1) training instructor.
Ten individuals, primarily from plant maintenance staf f, l
received training on the MOVATS test system. Training records for these individuals are also on file. All training was provided by MOVATS, Inc., and completed prior to the Spring 1988 LLRT Outage 88-01, Procedures will be revised to incorporate a MOVATS program and o
required information to perform MOVATS testing.
Response
Initial recommendations were to incorporate the long-term Bulletin 85-03 response program as a subset of Fermi-2's inservice testing for pumps and valves. Based on j
current industry practices and experiences with MOVATS testing this approach is not warranted. No diagnostic test system and parameter determination method has been validated 1

The present consensus of MOVATS test system users is to use the system strictly as a maintenance diagnostic tool. On'this basis the best method for administering MOVATS or other diagnostic testing is through the Fermi 2 Preventive Maintenance Program.
Use of the MOVATS test system will be en elective procedure under this program. The MOV testing described in thel long-term response plan will generally be performed during planned outages. Additional testing may be required following MOV maintenance and will be evaluated on a case-by-case basis. To augment this testing, the record keeping and parametet trending for each of the MOVs will use the existing facilities of the ISI/I5T Group.

The test prograu for the remaining 23 HPCI and RCIC valves will be completed by the end of the spring 1988 LLRT Outage.

22 of 23 motor-operated valves (MOVs) which i
remained to be tested af ter Outage 87-06 were MOVATS tested during Spring 1988 LLRT Outage 88-01.
One MOV was deleted from testing by Reference 4.
Details of all MOV tests are contained in Enclosure ~2.

MOV diagnostic test program will be established for 33 selected HPCI and RCIC valves.
Response: As noted above. testing described in the long-term response plan will be administered under the Fermi 2 PM program with record keeping and trending by the existing IST/ISI program facilities.
o Test results will be provided by a supplemental report no later than 90 days following the Spring 1988 LLRT Outage.
Response: This letter completes this item.
o The task force for Bulletin 85-03 will develop acceptance criteria and/or guidelines for predictive identification of MOV problems.

POM 41.000.34 was prepared prior to the Spring 1988 Outage 88-01 to provide standard guidelines for 4
NRC-88-0187 Page 4 evaluation of MOV test signatures using the MOVATS test system. This document will continue to be improved as additional industry and Fermi 2 experience is gained on MOV diagnostic testing. In addition, Nuclear Engineering department developed PDC 8505 as a design reference for expected performance at the HPCI and RCIC MOV required torque switch settings. This document also lists torque switch limiter plate value and the limiting thrust value for these MOVs. The combination of signature evaluations under POM 41.000.34 and design reference values provided by Nucicar Engineering form the bases for data trending discussed above, o

using MOVATS, Inc.
Response: Fermi-2's ccmpliance to Bulletin 85-03 was described in Reference 3 and the followup response given in Reference 5.
All testing used the MOVATS test system and was performed by MOVATS, Inc. personnel. The MOVATS database was used as part of the reference input to FDC 8505.
o Details of each valve and actuator design, switch settings, functions, acceptance criteria, trended data, and design base documentation will be tracked.
Response: This item is being performed under engineering and ISI/IST activities with input f rom maintenance testing.
Permanent training program will be established for engineering o
requirements and maintenance training requirements for MOV testing.
Response: A permanent MOVATS training course for data acquisition will be established by 1st Refueling outage.
