Motor-Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings, dated April 27, 1988.

Subject:

Response to NRC Bulletin No. 85-03, Supp?: ment 1 Detroit FAisen has tested, with two exceptions, all safety-related

.aotor-operated valves in the High Pre'ssure Coolant Injection (HPCI) and Reactor Core Isolation Cooling (RCIC) systems discussed in Supplement 1 to the NRC Bulletin 85-03 (Reference 4).

The two exceptions are _(i) RCIC water valve E5150F012 which has been de-energized per Reference 2 and will not be tested and, (ii) RCIC steam valve E5150F059 which has been deleted from testing program per Reference 3.

Fermi 2 does not have a High Pressure Core Spray (HPCS) system.

The testing included all applicable motor-operated valves as required by Bulletin 85-03.

The test program conducted to date has measured MOV performance at the required torque switch settings of both opening l
