Detroit B3lson enploys various methods of inspection and dedication dependent upon the purchase code classification of the specific order. The purchase classification is determined by the Material Engineering Groap (MB3) during the technical review of the purchase reglisition per the procedure on the "Technical Review of Procurement Documents" (NE 6.11).
Additionally, the technical reviewer establishes the inspection criteria placed upon the order which specifies the characteristics to be examined and also specifies any special testing requirenents to be performed.
A list of characteristics examined for each safety code classification is defined below:

Stock fasteners are stored in accordance with Procedure 12.000.28 which requires that each size / class of fastener receives a stock number in accordance with the Material Managenent System. Fasteners are segregated by Batch, Lot or Heat nunber as applicable dur3ng storage.
Stock fasteners are issued in accordance with the requirenents of Procedure 12.000.29. The user nust fill out a Requisition On Stores (IOS) with a description and quantity of the fastener desired. The IOS form requires the user to indicate the safety class of the parts needed as well as the safety class and system nunber the carts are for. 'Ihe warehouseman is required for traceability purposes to indicate the Receiving Inspection Report (RIR) nunber that the material was received on. We also indicate the Beat, Lot or Batch nunber if available and the Purchase Order nunber.
Fasteners not in the stock system (Non-Stock / Stock) are stored the same as Stock fasteners with the exception that they do not get a Material Management System 7-digit nunber assigned to them. This activity is scheduled for review and it is anticipated that by the end of 1988 all fasteners will be added to Material Managenent System Stock and assigned an inventory control nunber.
Non-Stock / Stock fasteners are issued in accordance with Procedure 12.000.29 which requires the same information by the user and warehouseman as the Stock fasteners.

Response to Bulletin Action No. 5 and 6 The results of testing are provided under Test Reports as requested per requisitions tabulated below.

Based upon test reports all but two sanples were found to meet the requisite specification requirements. The results of these two sanples are discussed below:
Sanple IDENB-2 on test report 8I71-21 Rev. 2 shows a hardness value of 98.4 versus acceptable maxinum of 95 HRB. This is a non-safety related low strength fastener that is used only in non-safety related applications not requiring extraordinary strength. These are eye bolts that hold packing glands in place.
Hence, use of these fasteners do not adversely inpact the quality / safety of the plant.
i Sanple (DENB-9 on test report 8I71-21 Rev. 2 shows a hardness value of 40.4 HEC versus acceptable maxinum of 100 HRB. These are non-safety related fasteners for use in non-safety related applications. Inpact of this discrepancy is being evaluated by Detroit Edison Engineering Department i
