QUAD CITIES NUCLEAR POWER STATION, UNITS 1AND2 -WITHDRAWAL OF AMENDMENT REQUEST REGARDING DECOMMISSIONING LICENSING ACTIONS (CAC NOS. MF8509 AND MF8510) (PIO L-LA-2016-0004) (RS-16-201)
Dear Mr. Hanson:
By letter dated October 20, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 16294A203), Exelon Generation Company, LLC (Exelon, the licensee), submitted a license amendment request (LAR) to support its planned shutdown of Quad Cities Nuclear Power Station, Units 1 and 2 (QCNPS). The proposed LAR would have changed organization, staffing, and training requirements in Section 5.0 of the Technical Specifications (TSs), and added new definitions in Section 1.0 of the TSs, to reflect the permanently defueled condition after the licensee submitted both certifications required by Title 10 of the Code of Federal Regulations (10 CFR), Sections 50.82(a)(1
)(i) and 50.82(a)(1
)(ii). Subsequently, by letter dated December 14, 2016 (ADAMS Accession No. ML 16349A311), Exelon withdrew the LAR. The December 14, 2016, letter also stated that Exelon had reversed its decision to permanently cease operations at QCNPS and withdrew its "Certification of Permanent Cessation of Operations" for QCNPS, dated June 20, 2016 (ADAMS Accession No. ML 16172A151).
Based on the above, the proposed LAR is being treated as withdrawn.
The U.S. Nuclear Regulatory Commission (NRC) has filed the enclosed Notice of Withdrawal of Application for Amendment to Renewed Facility Operating Licenses with the Office of the Federal Register for publication.
The withdrawal of Exelon's "Certification of Permanent Cessation of Operations was addressed in separate correspondence (ADAMS Accession No. ML 16354A144).
Since Exelon did not withdraw its decommissioning-related "Request for Exemption from Specific Provisions in 10 CFR 73.55(p)(1
)(i) and (p)(1 )(ii) Related to the Suspension of Security Measures in an Emergency or During Severe Weather," dated August 16, 2016 (ADAMS Accession No. ML 16229A133), the NRC will continue its review.

SUMMARY
- The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Exelon Generation Company to withdraw its application dated October 20, 2016, for a proposed amendment to Renewed Facility Operating License Nos. DPR-29 and DPR-30, for Quad Cities Nuclear Power Station (QCNPS), Units 1 and 2, respectively.
The proposed amendment request would support changes to the organization, staffing, and training requirements contained in Sections 1.0 and 5.0 of the Technical Specifications after the license no longer authorizes operation of the reactor or placement or retention of fuel in the reactor pressure vessel. SUPPLEMENTARY INFORMATION:
The NRG has granted the request of Exelon Generation Company, LLC (the licensee), to withdraw its application dated October 20, 2016 (ADAMS Accession No. ML 16294A203), for 2 a proposed amendment to Renewed Facility Operating Licenses Nos. DPR-29 and DPR-30 for QCNPS, Units 1 and 2, respectively, located in Rock Island County, Illinois.
The proposed amendment request would have supported changes to the organization, staffing, and training requirements contained in Sections 1.0 and 5.0 of the Technical Specifications after the licensee submitted both certifications in accordance with Title 10 of the Code of Federal Regulations, Part 50, Sections 82(a)(1 )(i) and 82(a)(1 )(ii). This proposed amendment also would have supported implementation of the Certified Fuel Handler training program. The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration published in the Federal Register on December 6, 2016 (81 FR 87970). However, by letter dated December 14, 2016 (ADAMS Accession No. ML 16349A311
), the licensee requested to withdraw the proposed amendment.
