Proposed Changes to Technical Specifications Section 5.0 Administrative Controls for Permanently Defueled Condition," dated October 20, 2016 (ML16294A203)
On June 2, 2016, Exelon Generation Company, LLC (EGC) announced its intention to close the Quad Cities Nuclear Power Station (QCNPS), Units 1 and 2 due to deteriorating economics. In a letter dated June 20, 2016 (Reference 1), and pursuant to 10 CFR 50.82(a)(1 )(i) and 10 CFR 50.4(b)(8), EGC certified to the U.S. Nuclear Regulatory Commission (NRC) the decision to permanently cease power operations at QCNPS by June 1, 2018.
On December 1, 2016, the Illinois General Assembly passed the Future Energy Jobs Bill (SB-2814) and the Illinois Governor signed the Bill on December 7, 2016. Because of this, EGC is reversing its decision to permanently cease power operations at QCNPS, Units 1 and 2. Therefore, EGC formally withdraws its "Certification of Permanent Cessation of Power Operations" (Reference1 ).
In Reference 2, EGC proposed changes to Section 5.0 Administrative Controls of Appendix A, Technical Specifications (TS) to Renewed Facility Operating License (FOL)
Nos. DPR-29 and DPR-30. The proposed changes reflected changes for a permanently defueled condition. EGC formally withdraws this proposed amendment request.
