Enrico Fermi Atomic Power Plant Unit 1 License Termination Plan, Revision 3 Attached is the copy of the changed pages 1-13 to 1-14, 2A-5 through 2A-9, and 6-53 and 6-54 for Revision 3 to the Enrico Fermi Atomic Power Plant, Unit No. 1 License Termination Plan (LTP), which was submitted to the NRC for review in Reference 2. The LTP revision incorporates changes to the License Termination Contacts in Chapter 1, changes to captions of archived photographs in Chapter 2 and corrections to Tables 6F-4 and 6F-5 in Chapter 6.
The revision to Chapter 1 of the LTP incorporates changes to the License Termination Contacts by deleting specific names associated with the contacts listed. Revisions to Chapter 2 change captions to archived photographs for clarification and correction.
An assessment identified correction of 0.18 feet for Fermi 1 shallow well elevations and measurements. The corrected values which incorporate the addition of 0.18 feet are shown in Tables 6F-4 and 6F-5. Table 6F-4 was also revised to incorporate a correction to the g~?4
USNRC December 20, 2010 NRC-10-0079 Page 2 groundwater elevation of shallow monitoring well EFIF-5S on June 6, 2006 previously addressed in Reference 3. Similar tables were also contained in ENG-002 and ENG-004 previously submitted in Reference 4. These reports do not require revision since the calculations contained in those reports are based on elevation differences and so are not impacted by a constant correction applied to all elevations.
The Fermi 1 Review Committee has approved the LTP revision and concurs with the changes.

Fermi 1 License Termination Plan Revision 3 Chapter I General Information December 2010 DTE intends to submit a proposed amendment to the EF1 License that adds a license condition establishing the criteria for determining when changes to the LTP require prior NRC approval. Changes to the LTP require prior NRC approval when the change:
- 1. Increases the probability of making a Type I decision error above the level stated in the LTP,
- 2.
Increases the radionuclide-specific DCGLs, 13 Increases the radioactivity level, relative to the applicable DCGL, at which investigation occurs, and
- 4. Changes the statistical test applied other than the Sign Test or Wilcoxon Rank Sum Test.
Re-classification of survey areas from a less to a more restrictive classification (e.g., from a Class 3 to a Class 2 area) may be done without prior NRC notification; however, re-classification to a less restrictive class (e.g., Class 1 to Class 2 area) will require NRC notification at least 14 days prior to implementation.

Watershed for Nearby Stream or Pond The Detroit Edison EF 2 Final Safety Analysis Report, section 2.4.1.2.2, states, "The Fermisite is in the Swan Creek drainage basin. The watershed is an area of 109 square miles, elongated in shape from northwest to southeast. The basin is about 25 miles long with a maximum topographic relief of about 130 ft."

Average Annual Wind Speed The Detroit Edison wind speed and direction joint frequency distributions were used to calculate the average annual wind speed. The mid-range value and the associated frequency for each of the wind speed ranges over the five year period from 2003 to 2007 are shown in Table 6F-6. An average wind speed was calculated by summing the product of the mid-range value for each range and the fraction of time the wind was recorded to be within the range. A value of 2.91 m/s was assigned to this parameter.
