Subject:

Submittal of Changes to the Emergency Response Data System (ERDS) for the Integrated Plant Computer System Replacement Detroit Edison is in the process of installing a new Integrated Plant Computer System (IPCS). The IPCS is a new single platform, plant computer system that integrates various functions provided by several independent computer systems. The design change includes a new interface with the Emergency Response Data System (ERDS). It is expected that the design change will be completed during the upcoming refueling outage.

The Code of Federal Regulations, 10CFR50, Appendix E, Section VI.3.b, requires that the NRC be informed of changes to the ERDS hardware and software along with changes to the transmission format and communication protocol. The new ERDS interface will consist of a new communications link with the NRC's ERDS computer using protocol defined in NUREG-1394, Revision 1.

It is understood that submission of the ERDS Data Point Library (DPL) changes, per 10CFR50, Appendix E, Section VI.3.a, is not required at this time. However, because data point identifiers (alphanumeric point descriptions) are being revised and the ERDS Licensee Site Installation Test Procedure (NRC-312) requires the site's DPL to be entered into ERDS as a prerequisite to the post installation testing, Detroit Edison is including the ERDS DPL changes with this letter.
