Dear Sir or Madam:

The purpose of this letter is for the Nebraska Public Power District (NPPD) to provide the Nuclear Regulatory Commission (NRC) written confirmation that NPPD agrees to the terms and conditions set forth in Reference 1 regarding the National Fire Protection Association Standard 805 (NFPA 805) online reference portal. The online reference portal provides a means to allow the NRC staff and its contractors limited read-only access to the basis documents and other reference materials cited in the Cooper Nuclear Station (CNS) NFPA 805 License Amendment Request (Reference 2). In Reference 1, the NRC stated that the online reference portal would be acceptable as long as the following conditions are met:

- The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis;

- The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; and

- Conditions of use of the online reference portal will be displayed on the log-in screen and will require concurrence by each user.

Written confirmation of these terms and conditions was requested by the NRC. With this submittal, NPPD hereby agrees to the requested terms and conditions.
