Dear Sir or Madam:

The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) of an error discovered in Attachment I to the Cooper Nuclear Station (CNS) Inservice Inspection (IS])

Summary Report sent February 20, 2007 (Reference). The error consisted of crediting American Society of Mechanical Engineers (ASME) Section X1 Category B-G-2 bolting examinations performed in Refueling Outage 23. These examinations were performed while the bolting was in place instead of when disassembled as required by ASME Code. The specific components affected are MSB-BG2-16, MSB-BG2-21, MSC-BG2-19, MSC-BG2-24 (relief valve to pipe flange bolting) and MS-AO-86A (Main Steam Isolation Valve bolting) listed in Attachment I to the above reference, pages 2 and 3 of 56. The CNS ISI Program was revised to no longer credit these inspections. CNS documented this error in the CNS Corrective Action Program and notified the Authorized Nuclear Inservice Inspector (ANII) for CNS. The error correction does not require NRC approval.

The 2001 Edition/2003 Addenda of ASME Section XI is the current Code of Record for the 41h Inservice Interval of CNS. The provisions of the ASME Code, Category B-G-2 provided for examinations only when the bolting is disassembled. These examinations may be limited to one bolted connection among a group of bolted connections that are similar in design, size, function, and service or when a valve is examined per Code Category B-M-2. No ASME required examinations were missed.
