Supplement to Proposed Exigent License Amendment Regarding One Time Extension of the Auxiliary Boiler Feedwater Pump Allowed Outage Time Indian Point Unit Number 3 Docket No. 50-286 License No. DPR-64 Entergy Letter NL-09-167 to NRC, "Proposed Exigent License Amendment Regarding One Time Extension of the Auxiliary Boiler Feedwater Pump Allowed Outage Time," dated December 15, 2009.

Dear Sir or Madam:

Entergy Nuclear Operations, Inc, (Entergy) requested a License Amendment to Operating License DPR-64, Docket No. 50-286 for Indian Point Nuclear Generating Unit No. 3 (IP3) in the referenced letter. The proposed amendment is to allow a one time extension of the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> completion time of TS 3.7.5, Condition B, Action B. 1 "Restore AFW train to OPERABLE status" by 34 hours3.935185e-4 days <br />0.00944 hours <br />5.621693e-5 weeks <br />1.2937e-5 months <br />. This request was discussed with the NRC on December 21, 2009 when an additional commitment was made as follows:

Commitment NL-09-172-1 Entergy will test the 31 and 33 motor driven auxiliary feedwater pumps (AFWP) using the quarterly surveillance tests before entering the allowed outage for the 32 AFWP. If there is any work on the circuitry or any preventive or corrective maintenance on the 31 or 33 AFWP between that test and entry into the 32 AFWP outage then that pump will be retested to show operability.

In addition, during the December 21, 2009 phone call Entergy also provided clarification on commitment NL-09-167-01-11, which indicated that the "ten inch fire header pipe going through the switchgear room will be isolated during the allowed outage time". Entergy clarified that the ten inch fire header will be isolated in the turbine building, upstream of the switchgear room, such that failure of this line would not impact the equipment in the switchgear room. The fire header supplies the deluge system to the non safety transformers in the yard and no other function.
