Foreign Obligations Regarding Replacement Reactor Vessel Closure Heads Indian Point Unit Nos. 2 and 3 Docket Nos. 50-247 and 50-286 License Nos. DPR-26 and DPR-64

Dear Sir or Madam:

Entergy Nuclear Operations, Inc. (Entergy) is a Delaware corporation, with its principal place of business located in Jackson, Mississippi. Entergy and Westinghouse Electric Company, LLC have executed agreements for the purpose of furnishing forgings manufactured by Japan Steel Works (JSW) to Doosan Heavy Industries, Seoul, Korea under Entergy's Agreement number 4600501113 and subsequent export of these components to the United States of America.

The subject components are governed by Entergy's two (2) Contract Order Agreements 4500541397 and 4500541398 and are associated with a part of Entergy that is engaged in electric power production and retail distribution operations. Entergy owns and operates power plants with approximately 30,000 megawatts of electric generating capacity and it is the second-largest nuclear power produced electric generator in the United States.

The forgings manufactured by JSW and machined by Doosan will be used for the replacement of the Reactor Vessel Closure Heads (RVCHs) at Indian Point Unit No. 2 and-Unit No. 3 Nuclear Power Plants located in the City of Buchanan, Westchester County, State of New York, United States of America. As such the RVCHs will be used for the peaceful production of electric power.

Entergy understands that the United States Government has entered into certain peaceful use commitments with Japan that these RVCHs will not be exported from Indian Point to another country, other than Japan, unless the United States Government has obtained similar peaceful use assurances from the proposed recipient country prior to approving the export. As Entergy would be required to submit an application to the Nuclear Regulatory Commission for a license to export these components, these assurances would be obtained within the context of that review. 4 0,-
