Dear Sir or Madam; Entergy Nuclear Operations, Inc. (Entergy) is providing this schedule update as requested by NRC during the July 22, 2008 joint management meeting with Entergy, FEMA, and NRC.
Entergy previously provided a project milestone schedule in Reference 1 regarding the remaining activities and estimated completion times for placing the new primary Alert and Notification System (ANS) in service for the Indian Point Energy Center. That milestone schedule was developed based on meetings held between Entergy and FEMA in November 2007 through January 2008 The work scope established at that time has been substantially completed as shown in the status update in Attachment I. During the July 22 meeting, a decision was made to use Tone Alert Radios (TARs) in selected locations as an enhancement to the new primary ANS. Entergy is now in the process of performing the various activities needed to accomplish this expanded work scope that will further enhance the overall alert and notification capability. Required activities include; (a) Preparation of a revision to the design report for submission to FEMA,
NL-08-121 Dockets 50-247 and -286 Page 2 of 2 (b) additional communications with stakeholders, (c) procurement of TARs, and (d) enhancement of the existing TAR Control Program. In addition, Entergy will submit a commitment letter to NRC regarding the use of TARs as an enhancement to the primary ANS.
Entergy plans to issue that letter by August 1, 2008.
Entergy has determined that the additional activities related to deploying TARs in the 0-to-5 mile region of the Emergency Planning Zone can be completed in the same timeframe as the "in-service" milestone date originally proposed in Reference 1 for the primary ANS. The schedule for deploying TARs in the EPZ region beyond 5 miles is included in the attached milestone status update.

(a) From Siren Project Milestone Schedule submitted to NRC February 8, 2008 (NL-08-032).
(b) The Final Design Report was submitted to FEMA April 28, 2008 (NL-08-059). Additional supplements are provided as agreements are reached during the FEMA review process.
Supplements were issued May 19, 2008 (NL-08-085) and July 10, 2008 (NL-08-11 1). The final supplement, to address tone alert radios, is scheduled for July 30, 2008.
(c) Milestone 8 was based on installation of 12 additional sirens, which was completed June 5, 2008. Installation of 5 more sirens, as a result of recent agreements with FEMA, is scheduled to complete by August 8, 2008.
(d) The planned approach regarding the use of TARs as related to the in-service decision for the primary ANS was discussed in a stakeholder conference call on July 24, 2008. An additional meeting for FEMA and Entergy to review the in-service decision with stakeholders is tentatively planned for August 7, 2008.
