In letter dated October 8,2007, Southern Nuclear Company (SNC) requested, pursuant to 10 CFR 50.55a(a)(3)(i), NRC approval of proposed alternative FNP-ISI-ALT-01, Version 1.0 to allow Farley Nuclear Plant (FNP) Unit 2 lSI interval dates to correspond to the Unit 1 lSI interval dates.

This alternative was requested to remain in effect throughout the licensed life of FNP-2.

On May 8, 2008, a NRC RAI was received regarding the proposed alternative. The SNC response to the requested information is provided in the Enclosure.

1. Clarify that the current code of record for Farley Nuclear Plant (FNP) Unit 2 third ten-year in-service inspection (lSI) interval is the 1989 Edition of the American Society of Mechanical Engineers (ASME), Boiler and Pressure Vessel Code,Section XI, no addenda, and the 2001 Edition of ASME Code,Section XI, through 2003 addenda is for the fourth ten-year lSI interval.

SNC Response - The code of record for Farley Nuclear Plant (FNP) Unit 2 third ten-year in-service inspection (lSI) interval is the 1989 Edition of the American Society of Mechanical Engineers (ASME), Boiler and Pressure Vessel Code,Section XI, no addenda, and the 2001 Edition of ASME Code,Section XI, through 2003 addenda is the code of record for the fourth ten-year lSI interval.

2. Please provide a table of the remaining lSI and pressure tests required for FNP Unit 2, third period of the third ten-year lSI interval including any deferred requirements prior to the proposed closing of the third lSI ten-year interval. Also provide a separate table of lSI requirements not applicable or required anymore, because of the change to a later code edition for the fourth ten-year lSI interval.

SNC Response - A list of the scheduled lSI examinations and pressure tests that remained for the third Period of the third Interval and a list of the scheduled lSI examinations and pressure tests for the first Period of the fourth Interval have been provided as a comparison in Tables 2 through 6. As the need arises, changes to the lSI scope may be made based on ALARA, craft support requirements, or other considerations. The Reconciliation column in each of the tables show any deletion of examinations no longer required in the fourth Interval because of new requirements and also discusses other deletions/additions.

3. Please provide clarification on completion of the third lSI interval requirements prior to starting the fourth lSI interval. Discuss how the percentage requirements of the third period of the third lSI interval will be reconciled with the percentage requirements of the fourth lSI interval.

Justify the acceptability of not performing all inspections in the first period of the fourth interval that would have been required in the third period of the third interval and would not otherwise have been deleted.

SNC Response - Percentage requirements were reconciled by evaluating Table 1 to determine if the number of examinations (and therefore the percentage of examinations) decreased, increased, or remained the same when comparing the examinations in the third Period of the third lSI Interval to the examinations in the first Period of the fourth lSI interval. Each of the Code Categories where there are scheduled lSI examinations is addressed below. Additionally, if examinations were deleted, justification is provided for the deletion.

Therefore, the examinations for each of these ASME Categories meet the third Interval lSI requirements (as well as the fourth lSI Interval requirements).

For Categories B-P, C-H, and D-B (Category D-A tests per the 1989 Edition of Section XI), the scope and frequency of pressure tests in the third Period of the third Interval remained the same when moved to the first Period of the fourth Interval.

For Category C-B, one Residual Heat Removal (RHR) Heat exchanger examination was deleted in the first Period of the fourth Interval that was originally scheduled for the third Period of the third Interval. For the steam generators the examination remains the same. For the RHR Heat Exchangers, Code Case N-706 (approved for generic use by the NRC in Regulatory Guide 1.147, Revision 15) will be used to eliminate required volumetric examinations during the fourth Interval if the conditions of the Code Case are satisfied. The basis for the code case is that: (1) the heat exchangers were carefully constructed to nuclear quality requirements, (2) the heat exchangers were inspected during construction, and then during service, and there is no history of degradation, (3) the Haw tolerance of the components is very high, since their duty cycle is mild, and they are constructed of stainless steel, and (4) the risk is not significantly changed by elimination of the volumetric examinations (visual examinations are still required).

For Category C-C, two examinations were deleted in the first Period of the fourth Interval that were originally scheduled for the third Period of the third Interval. These examinations were deleted because a re-calculation of the examination requirements indicated that more examinations than necessary were scheduled. Both the third Interval and fourth Interval require that a minimum of 19 examinations be performed during the interval. Per Code Case N-598 (used for the third Interval), and at least 25% of the required examinations (or five examinations) need to be completed in the third period.

Fifteen examinations were completed by the end of the second Period of the third Interval and seven more (in lieu of the nine examinations originally scheduled for the third Period of the third Interval) are now scheduled for the first Period of the fourth lSI Interval; therefore, the third lSI Interval requirements are satisfied. Additionally, per the 2001 Edition of ASME Code,Section XI, through the 2003 addenda, 16 to 50% of the examinations should be performed during the first period. The seven examinations (35%) meet the fourth Interval requirements.

For Category D-A, one examination was deleted in the first Period of the fourth Interval that was originally scheduled for the third Period of the third Interval. This examination was deleted because a re-calculation of the Page 2 of 21

The third Interval requires that a minimum of 28 examinations be performed during the interval. Per Code Case N-598 (used for the third Interval), at least 25% of the required examinations (or seven examinations) need to be completed in the third period. Nineteen examinations were completed by the end of the second Period of the third Interval and nine more (in lieu of the ten examinations originally scheduled for the third Period of the third Interval) are now scheduled for the first Period of the fourth lSI Interval; therefore, the third lSI Interval requirements are satisfied. For the fourth Interval, 26 examinations need to be performed during the interval. Per the 2001 Edition of ASME Code,Section XI, through the 2003 addenda, 16 to 50% of the examinations should be performed during the first period. The nine examinations (35%) meet the fourth Interval requirements.

For Category F-A, 28 examinations were deleted in the first Period of the fourth Interval that were originally scheduled for the third Period of the third Interval. These examinations were deleted because a re-calculation of the examination requirements indicated that more examinations than necessary were scheduled. The third Interval requires that a minimum of 266 examinations be performed during the interval. Per Code Case N-598 (used for the third Interval), at least 25% of the required examinations (or 67 examinations) need to be completed in the third period. One hundred and eighty one examinations were completed by the end of the second Period of the third Interval and 87 more (in lieu of the 115 examinations originally scheduled for the third Period of the third Interval) are now scheduled for the first Period of the fourth lSI Interval; therefore, the third lSI Interval requirements are satisfied. For the fourth Interval, 268 examinations need to be performed during the interval. Per the 2001 Edition of ASME Code,Section XI, through the 2003 addenda, 16 to 50% of the examinations should be performed during the first period. The 87 examinations (32%) meet the fourth Interval requirements.

For Category R-A the number of examinations in Period 3 of the third Interval increased due to Living Program requirements when moved to Period 1 of the fourth Interval. Therefore, the examinations for each of these ASME Categories meet the third Interval 151 requirements (as well as the fourth lSI Interval requirements).

No examinations were deleted. Added additional examinations to the 4th Interval, 1 51 Period. The steam generators were replaced in 2001 and baseline was performed. The new generators did not have nozzle-to shell welds. Four of the six inner radii (83.140) were examined in the 2nd Period and the remaining two were scheduled for examination during the 3rd Period, 3'd Interval. All examinations in the 3'd Interval, 3'd Period are now scheduled in the 4th Interval, 1 51 Period.

To optimize the scheduling (per Code Case N 624) two of the components examined in 2007 were scheduled in the 1 51 Period instead of later in the 4th Interval.
