By letter dated December 1, 2003, Southern Nuclear Operating Company submitted a proposed Technical Specifications (TS) revision to the peak calculated post accident primary containment internal pressure (Pa), in section 5.5.12, "Primary Containment Leakage Rate Testing Program", of the Unit I and 2 TS. TS maximum operating pressure, high pressure scram setpoints, maximum thermal power and SRV setpoints are not changed by this request. The proposed change supports a 10 psi increase in Unit I and Unit 2 nominal reactor operating pressure for turbine controls optimization.

SNC has implemented the recently NRC approved Measurement Uncertainty Recapture Power Uprates (MURPU), reflecting a change in Rated Thermal Power of 1.5%. The Hatch MURPU utilizes the NRC approved Crossflow advanced feedwater flow measurement technology. With the implementation of this technology, the corrected feedwater mass flow results in a calculated core thermal power less than that calculated with the standard plant instrumentation. At the current limiting turbine 't stage throttle pressure, the resulting calculated core thermal power is approximately I% less than the rated thermal power of 2804 MWTh. SNC intends to implement a 10 psi increase in the nominal operating pressure for optimization of the turbine control system, thereby realizing the full 1.5% uprate. The turbine optimization will allow both units to fully operate at the new rated thermal power.

Implementation will entail procedures, setpoints and instrumentation modifications. To implement these changes on-line increases the possibility of introducing unnecessary transients on the plant systems. Hence, SNC hereby respectfully requests an expeditious review of the proposed Technical Specifications amendment to the peak calculated post accident primary containment internal pressure. The amendment is hereby requested to be issued prior to May 2004, such that the implementation of the turbine optimization can be performed during the low electrical demand period for the Southern Company.
