Dear Sir:

Entergy Nuclear Operations, Inc (ENO) is requesting NRC review of the small break loss-of coolant-accident (LOCA) evaluation methodology in WCAP-14936 for Indian Point 2 (IP2).

Consolidated Edison, the prior licensee for IP2, originally requested this review in Reference 1.

On September 6, 2001, the license for IP2 was transferred from Consolidated Edison to ENO.

In September 2001, ENO requested that the review be suspended pending resolution of budget considerations. NRC subsequently notified ENO, in Reference 2, of the decision to close this licensing action (MB2987), pending written notification by ENO.

Based on discussions with NRC staff during a conference call of December 19, 2002, ENO is requesting that the review be reinitiated. Volumes 1 through 4 of the WCAP were previously transmitted to the NRC by Westinghouse, as stated in Reference 1. A new application and affidavit for withholding proprietary information will be transmitted under separate cover, by Westinghouse.

ENO currently plans to apply the WCAP-1 4936 evaluation methodology in analyses that will support a future license amendment request for a power uprate (less than 4%). Therefore, ENO

NL-03-016 Docket No. 50-247 Page 2 of 2 is requesting review and approval of WCAP-14936 by November 30, 2003 to support the to schedule for that project. ENO is also requesting a meeting with NRC staff in February 2003 discuss the review effort. A proposed agenda is provided in Attachment I. The specific meeting date and times will be established separately.
