Dear Mr. Secretary:

In response to the Reference 1 request for comments, IES Utilities would like to offer the following com.ments on the proposed rule, in addition to generally endorsing those comments filed by the Nuclear Energy Institute (NEI) in Reference 2.

Specifically, our concerns mirror those of NEl that, absent any objective evidence of an industry problem, the additional burden placed upon licensees by this Policy Statement is not warranted. IES's existing program for encouraging employees to identify safety concerns to Plant Management is well-established, well-publicized and very effective. The prescriptive nature of the Policy Statement's" enhancements" would merely add regulatory burden without any evidence that these enhancements would improve the quality of the existing programs.
