Dear Mr. Chilk:

We appreciate the opportunity to commer,t on the NRC's proposed revisions to 10 CFR Parts 71, 170 and 171 on license, inspection and annual fees, as published in 56 Federal Register 14870 (April 12, 1991).

As a member of NUMARC, we endorse its comments as transmitttd in the referenced letter. In particular, we would like to reemphasize the cro.msnts regarding the timing of collection of the adjustments to the 1991 fees.

The proposed plan to assess and collect the revised FY 1991 annual charges by September 30, 1991 would result in a significant hardship for Iowa Electric.

The proposed fees represent a significant increase in the amount Iowa Electric is expected to pay in 1991. This increase in fees is not included in the budget for the Duane Arnold Energy Center (DAEC) for this year and represents a significant portion of our budget for 1991. If we are required to pay this fee in 1991, it will be necessary to reevaluate expenditures already planned for 1991. We are currently preparing the 1992 budget for the DAEC and will be able to factor the increased fees into the 1992 budget.

The substantial increase in fees for FY 1992 also represents a budgeting problem for the first quarter of FY 1992 because budgeting at Iowa Electric as with many other licensees is done for calendar years, rather than the fiscal year utilized by the Federal gover: .ent.
