Document Control Desk Nine Mile Point Nuclear Station Unit Nos. 1 and 2; Docket Nos. 50-220 and 50-4 10 Revision to Nine Mile Point Unit 1 and Unit 2 Emergency Action Levels in Accordance with NEI 99-01, Methodology for Development of Emergency Action Levels, Revision 5 Nine Mile Point Nuclear Station, LLC (NMPNS) requests NRC approval to implement revised Emergency Action Levels (EALs) at Nine Mile Point Unit 1 (NMP1) and Nine Mile Point Unit 2 (NMP2)in accordance with 10 CFR Part 50, Appendix E, Section IV(B)(1).
Specifically, the EAL scheme used at both NMP1 and NMP2 would change from NUMARC/NESP-007, Methodology for Development of Emergency Action Levels, Revision 2, to the scheme delineated in NEI 99-01, Methodology for Development of Emergency Action Levels, Revision 5.The proposed EAL changes will be implemented within 1 year following NRC approval.
The implementation time was selected to allow for operator and Emergency Response Organization familiarization.
Emergency Preparedness representatives from the New York State Office of Emergency Management and Oswego County have reviewed and are in agreement with the proposed EAL changes.The Attachments to this letter provide the documents which support the NMP 1 and NMP2 proposed EAL scheme change. Attachments 1 and 2 provide the EAL Comparison Matrix for NMP1 and NMP2, respectively.
The Comparison Matrix is a line-by-line comparison of the Initiating Conditions (ICs), Mode Applicability and EALs described in NEI 99-01, Revision 5, and the proposed Nine Mile Point ICs, Mode Applicability and EALs. Attachments 3 and 4 provide the NMP1 and NMP2 EAL Technical Bases documents, which present an explanation and the rationale for each EAL being proposed.
