Ladies and Gentlemen:

In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) item 2.6.03.05d.i [Index Number 613] for verifying the IDS Divisions B and C regulating transformers supply their post-72-hour ac loads when powered from an ancillary diesel generator. The closure process for this ITAAC is based on the guidance described in NEI 08-01, Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52, which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

Acceptance Criteria i) Ancillary diesel generator 1 is electrically connected to regulating transformer IDSC-DT-1 ii) Ancillary diesel generator 2 is electrically connected to regulating transformer IDSB-DT-1.

ITAAC Determination Basis Ancillary generators 1 and 2 are provided to supply power to the Class 1E direct current (dc) and Uninterruptible Power Supply System (IDS) Division C and B regulating transformers, respectively, to supply their post-72-hour alternating current (ac) loads. This ITAAC requires an as-built system inspection to verify that each ancillary generator is electrically connected to its corresponding regulating transformer.

The cables from each ancillary diesel generator to its regulating transformer were installed in accordance with design drawings and specifications issued for construction and work package requirements. Cable continuity and completed cable terminations were inspected in accordance with the Construction Quality Verification Program (Reference 1). A review of the as-built circuit inspection records was performed to confirm ancillary diesel generator 1 is electrically connected to regulating transformer IDSC-DT-1 and ancillary diesel generator 2 is electrically connected to regulating transformer IDSB-DT-1.

The results of the inspection records are summarized in the ITAAC Technical Report (Reference 2) and confirm ancillary diesel generators 1 and 2 are electrically connected to regulating transformers IDSC-DT-1 and IDSB-DT-1, respectively.

The ITAAC Technical Report is available for NRC inspection as part of the Unit 4 ITAAC 2.6.03.05d.i Completion Package (Reference 3).

U.S. Nuclear Regulatory Commission ND-23-0159 Enclosure Page 3 of 3 ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the Vogtle Unit 4 ITAAC Completion Package for ITAAC 2.6.03.05d.i (Reference 3) and is available for NRC inspection.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.6.03.05d.i was performed for VEGP Unit 4 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
