Ladies and Gentlemen:

In accordance with 10 CFR 52.99(c)(1 ), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 3.3.00.01 [Index Number 759].

This ITAAC verifies the as-built nuclear island structures, the annex building, the radwaste building, the turbine building, and the diesel generator building conform with the physical arrangement as described in the Combined License Appendix C, Section 3.3, Design Description. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

1. The physical arrangement of the nuclear island structures and the annex building is as described in the Design Description of this Section 3.3 and Figures 3.3-1 through 3.3-14. The physical arrangement of the radwaste building, the turbine building, and the diesel generator building is as described in the Design Description of this Section 3.3.

Inspections, Tests, Analyses An inspection of the nuclear island structures, the annex building, the radwaste building, the turbine building, and the diesel generator building will be performed.

Acceptance Criteria The as-built nuclear island structures, the annex building, the radwaste building, the turbine building, and the diesel generator building conform with the physical arrangement as described in the Design Description of this Section 3.3 and Figures 3.3-1 through 3.3-14.

ITAAC Determination Basis An inspection of the as-built nuclear island structures, the annex building, radwaste building, turbine building and the diesel generator building is conducted after completion of construction to confirm the physical arrangement as described in the Design Description of Combined License (COL) Appendix C Section 3.3. This inspection encompasses the structures, systems, and components (SSCs) identified in the COL Appendix C Section 3.3, Design Description, including those in Figures 3.3-1 through 3.3-14.

The inspection (walkdown) was completed in accordance with ND-RA-001-012, Functional and Physical Arrangement Scoping Process (Reference 1), which required the preparation of a detailed inspection plan. This inspection plan included the use of detailed drawings such as architectural drawings and room numbering plans to perform visual observations and compare the as built structures to the Design Description and Figures 3.3-1 through 3.3-14.

The inspection results were documented in the Unit 4 Principal Closure Document (Reference 2) supporting the Unit 4 ITAAC 3.3.00.01 Completion Package (Reference 3) and verified the SSCs are physically arranged and located to perform the functions described in the Design Description and referenced figures. The inspection results confirm that the as-built nuclear island structures, the annex building, the radwaste building, the turbine building, and the diesel generator building conform with the physical arrangement as described in the COL Appendix C Section 3.3, Design Description and Figures 3.3-1 through 3.3-14.

The Unit 4 Principal Closure Document (Reference 2) is available for NRC inspection as part of the Unit 4 ITAAC 3.3.00.01 Completion Package (Reference 3).

U.S. Nuclear Regulatory Commission ND-22-0711 Enclosure Page 3 of 3 ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all lTAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 3.3.00.01 (Reference 3) and is available for NRC review.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 3.3.00.01 was performed for VEGP Unit 4 and that the prescribed acceptance criteria are met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
