Pursuant to 10 CFR 52.99(c)(3), Southern Nuclear Operating Company hereby notifies the NRC that as of September 16, 2019, Vogtle Electric Generating Plant(VEGP) Unit 3 and Unit 4 Uncompleted Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.4.02.02b

[Index Number 498] has not been completed greater than 225-days prior to initial fuel load. The Enclosure describes the plan for completing this ITAAC. Southern Nuclear Operating Company will, at a later date, provide additional notifications for ITAAC that have not been completed 225-days prior to initial fuel load.

Southern Nuclear Operating Company(SNC) previously submitted Notice of Uncompleted ITAAC 225-days Prior to Initial Fuel Load for Item 2.4.02.02b [Index Number 498] ND-19-0010

[ML19011A196], dated January 10, 2019. This resubmittal supersedes ND-19-0010 in its entirety.

This notification is informed by the guidance described in NEI 08-01, Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52, which was endorsed by the NRC in Regulatory Guide 1.215. In accordance with NEI 08-01, this notification includes ITAAC for which required inspections, tests, or analyses have not been performed or have been only partially completed. All ITAAC will be fully completed and all Section 52.99(c)(1) ITAAC Closure Notifications will be submitted to NRC to support the Commission finding that all acceptance criteria are met prior to plant operation, as required by 10 CFR 52.103(g).

This letter contains no new NRC regulatory commitments.

I nspections/Tests/Analvses Testing will be performed using real or simulated signals into the RMS.

Acceptance Criteria The main turbine-generator trips after receiving a signal from the RMS.

ITAAC Completion Description Testing is performed in accordance with Unit 3 and Unit 4 preoperational test procedures 3(4)-

TOS-ITRR-501 (References 1 and 2, respectively) to confirm the main turbine-generator trips after receiving a signal from the Protection and Safety Monitoring System (RMS).

Preoperational test procedure 3(4)-TOS-ITRR-501 first closes the eight Reactor Trip Circuit Breakers(RTCBs) at their associated Reactor Trip Switchgear Cabinets. Procedure 3(4)-TOS-ITRR-501 then confirms that the Plant Control System (PLS) Turbine Control and Protection System (TCPS) Load Control display indicates the main turbine is not in a tripped status and the main turbine Main Stop, Intercept, and Reheat Stop valves are not closed; the Pilot Solenoid Valve and Trip Valve spool positions all indicate armed on the TCPS Trip Solenoid Testing display; and the main turbine Control valves are not closed as indicated on the TCPS Control Valve Maintenance and Calibration display.

A RMS reactor trip signal is then inserted at the Primary Dedicated Safety Panel(PDSP) by placing hand switch 3(4)-PMS-HS025, Reactor Trip, in the trip position. All eight RTCB's are verified to indicate open on the PLS Reactor System (RXS) Reactor Trip Breaker display; the TCPS Load Control display indicates a turbine trip; the Pilot Solenoid Valve and Trip Valve spool positions all indicate tripped on the TCPS Trip Solenoid Testing display; the main turbine Main Stop, Control, Intercept, and Reheat Stop valves all indicate closed on the TCPS Load Control display; and the TCPS Electrical & Plant Wide First Out Trips display indicates a PMS first out trip for the main turbine. Results of the preoperational testing are documented in References 1 and 2 and confirm that the main turbine-generator trips after receiving a signal from the PMS.

References 1 and 2 are available for NRC inspection as part of the Unit 3 and Unit 4 ITAAC 2.4.02.02b Completion Package (References 3 and 4, respectively).

List of ITAAC Findings In accordance with plant procedures for ITAAC completion. Southern Nuclear Operating Company(SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC.
