Background

  • A commitment was made in the UFSAR to update the building summary reports to reflect the final design. As an example, for the nuclear island basemat, this commitment is shown in UFSAR subsection 3.8.5.4.3 as follows:

- A design summary report is prepared for the basemat documenting that the structures meet the acceptance criteria specified in subsection 3.8.5.5.

- Deviations from the design due to as-procured or as-built conditions are acceptable based on an evaluation consistent with the methods and procedures of Sections 3.7 and 3.8 provided the following acceptance criteria are met.

The structural design meets the acceptance criteria specified in Section 3.8 The seismic floor response spectra meet the acceptance criteria specified in subsection 3.7.5.4

Reconciliation of Building Seismic Analyses UFSAR 3.7.5.4 provides the criteria for reconciliation of seismic analyses of NI structures

- The Combined License holder will reconcile the seismic analyses described in subsection 3.7.2 for detail design changes, such as those due to as-procured or as-built changes in component mass, center of gravity, and support configuration based on as-procured equipment information.

Deviations are acceptable based on an evaluation consistent with the methods and procedure of Section 3.7 provided the amplitude of the seismic floor response spectra, including the effect due to these deviations, does not exceed the design basis floor response spectra by more than 10 percent. The Combined License holder will complete this reconciliation prior to fuel load.

- Floor response spectra are generated at the six key locations as defined in the licensing basis using an updated model that reflects the significant design changes

- Spectra at the six key locations are compared to UFSAR Figures 3G.4-5 through 3G.4-10 APP-1000-S3R-008 is updated as necessary to evaluate changes and contains the cumulative effect of changes

Example of Change Process in Seismic Analyses

  • Incorporation of permanent formwork plates (PFPs)

- Evaluation of the effect of PFPs on the seismic model is performed in E&DCR APP-1242-GEF-182 The E&DCR impacts APP-1000-S2R-008

- The PFPs combine several smaller embedded plates into a larger embedment to facilitate installation and simplify construction

- The PFPs potentially add mass and stiffness due to their size

- The change in stiffness and mass in the seismic model is evaluated in detail using equivalent modular properties consistent with current AP1000 seismic methodology

- Each effect of the change was evaluated and found to have an insignificant effect on the design

- The change is incorporated into the seismic model so that if future changes in the same region are made, the cumulative effect on the seismic model is addressed

  • Incorporation of CAPAL 100314180

- CAPAL 100314180 identified that several SPL18 beams are missing grating masses and CA01_38 floor are missing live load

- The change was evaluated for impact to the seismic model and to the associated design elements The seismic model was updated in APP-1000-S3R-008 The module wall design was evaluated and it was found that there was no significant impact to the design Interaction Ratio (IR)

Floor module CA01_38 was re-evaluated and it was found that there was no significant impact to the design IR There was no impact to the SPL18 beam design because the beams are evaluated in a separate GTSTRUDL model that used the appropriate dead load

- Each effect of the change was evaluated and found to have an insignificant effect on the design

- The change is incorporated into the seismic model so that if future changes in the same region are made, the cumulative effect on the seismic model is addressed Documentation of the effect on structural elements (i.e. walls, floors) is also performed and demonstrated to be insignificant (E&DCRs are in process)

As-Built Summary Report

  • The scope of the as-built summary reports includes all relevant deviation notices, unit specific Engineering & Design Coordination Reports (E&DCRs), and standard E&DCRs applicable to the building issued after the corresponding as-designed summary report as completed.
  • The as-built report reconciles deviations during construction and concludes that the as-built nuclear island basemat, including the critical sections, conform to the approved design and will withstand the design basis loads without loss of structural integrity or the safety-related functions.
  • The as-built report supports Vogtle ITAAC criteria and supplements the as-designed summary report.

Summary The as-built summary reports along with the as-designed summary reports summarize the design of each nuclear island (NI) structure, in accordance with NUREG 0800 (Section 3.8.4 Appendix C).

Design changes and non-conformances are archived as construction is completed, and are tightly controlled per applicable procedures.

Results that meet criteria in the screening document for further review are sent to the home office responsible engineer for further review As-built building reports summarize this review and confirm that as-built condition meets the structural design as described in the current licensing basis.

As calculations are reviewed for impact to margin, all previous debt against them are reviewed so that a cumulative effect is considered.

Deviations are also reviewed to confirm that the existing seismic analysis is adequate to capture the deviations If the deviation is determined to have potential for significant effect on seismic analysis, it is included in the updated seismic model (APP-1000-S3R-008) for evaluation Most site-specific changes/deviations are not significant enough to affect the detail of the seismic model
