The U.S. Nuclear Regulatory Commission (NRC) staff received your submittal, dated November 14, 2025 (Agencywide Documents Access and Management System Accession Number ML25321A292),
transmitting the Urenco USA (UUSA) license amendment request (LAR) 25-04 (LAR 25-04) requesting approval of an amendment to materials license SNM-2010 to update the UUSA Standard Practices Procedure Plan (SPPP) for the Protection of Classified Matter.
We have completed our acceptance review of your submittal and have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Your submittal has been assigned Enterprise Project Identification Number (EPID) L2025-SPR-0010. Please reference this EPID number and Docket Number 07003103 in any future correspondence associated with this request.
Based on the NRC staffs acceptance review of the LAR, we anticipate completing the review by the end of June 2026. Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. The June 2026 date could change depending on the findings of our technical review. We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 40 staff hours which corresponds to about $12,680.00 ($317.00/hr.).
. NRC staff will focus their review on the most safety/risk significant items and narrowly focus on the changes included in the amendment, recognizing that UUSA is an existing NRC licensee. The schedule below is based, in part, on several assumptions: (1) UUSA provides request for additional information (RAI) responses within 30 days of receiving draft RAIs, unless another date is agreed upon, (2) RAI responses resolve issues with limited need for follow-up RAIs, (3) clarification calls and audits are scheduled and conducted promptly, and (4) any additional supporting non-docketed information are provided timely. To achieve this schedule, the NRC staff intends to engage UUSA frequently to resolve open items and address emerging technical and regulatory issues. Not meeting these assumptions could result in modifications to the review schedule. The NRC requests that UUSA inform us in writing, as early as possible, should potential delays arise in its support of the schedule.
