Dear Chief Tom Jonathan:

As discussed in our letter dated February 2, 2026 (Agencywide Documents Access and Management System Accession No. ML26050A079), the U.S. Nuclear Regulatory Commission (NRC) staff is conducting an environmental review for a series of licensing and regulatory requests submitted by Constellation Energy Generation, LLC that seek NRC approvals to reauthorize power operations at the Christopher M. Crane Clean Energy Center (CCEC)

(formerly Three Mile Island Nuclear Station, Unit 1). These requests include an exemption request and a series of license amendment requests. The CCEC is located on Three Mile Island within the Susquehanna River in Londonderry Township, Dauphin County, Pennsylvania, approximately 10 miles southeast of Harrisburg, Pennsylvania.

The NRC is serving as the lead Federal agency under the National Environmental Policy Act of 1969, as amended (NEPA) and Section 106 consultation under the National Historic Preservation Act of 1966, as amended (NHPA). The NRC is using the NEPA process to comply with Section 106 of the NHPA in accordance with Title 36 of the Code of Federal Regulations Part 800, Protection of Historic Properties, Section 800.8(c).

The purpose of this letter is to notify your office of the additional Area of Potential Effects (APE) maps for the CCEC as part of the NRCs Section 106 review. As noted in our February 2, 2026 letter, the NRC has defined the APE for this undertaking as the entire CCEC site (Three Mile Island) and the affiliated training center. The APE also includes a onemile buffer around the CCEC site boundary to account for potential impacts to offsite historic and cultural resources and historic properties. In addition to the maps previously transmitted, the NRC is providing two additional APE maps identifying the locations of structures at the CCEC site (Enclosures 1 and 2).

The NRC plans to issue a draft environmental assessment (EA) for consulting party and public review and comment in June 2026. The EA will include identification of historic and cultural resources and historic properties, an analysis of potential effects of the proposed actions, including potential effects on historic and cultural resources and historic properties as well as the NRC staffs preliminary determinations. A copy of the draft EA will be made available for your review and comment.
