Constellation Energy Generation, LLC (CEG) submitted a series of licensing and regulatory requests that are necessary to reauthorize power operations at the Christopher M. Crane Clean Energy Center (CCEC) through April 19, 2034, the end of the current operating license term under CCEC's Renewed Facility Operating License No. DPR-50. A review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff),

supported by staff from Pacific Northwest National Laboratory (PNNL), participated in a hybrid environmental audit during the weeks of February 2 and February 16, 2026, for the CCEC as part of the NRCs review of the potential environmental effects related to proposed resumption of power operations (Agencywide Documents Access and Management System (ADAMS) Accession No. ML26055A068).

The NRC staff has determined that further information is needed to support its environmental review and related interagency consultations. Attached is the NRC staffs request for confirmation of additional information (RCI) with supporting regulatory basis.

NRC staff held a clarification call with CEG on March 24, 2026. No substantive changes were made to the RCI following this call.

CEGs response to this additional RCI is requested within 30 days of receipt of this email.

Background===

Constellation Energy Generation, LLC (CEG) submitted a series of licensing and regulatory requests that are necessary to reauthorize power operations at the Christopher M. Crane Clean Energy Center (CCEC) through April 19, 2034, the end of the current operating license term under CCEC's Renewed Facility Operating License No. DPR-50. A review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff), supported by staff from Pacific Northwest National Laboratory (PNNL), participated in a hybrid environmental audit during the weeks of February 2 and February 16, 2026, for the CCEC as part of the NRCs review of the potential environmental effects related to proposed resumption of power operations (Agencywide Documents Access and Management System (ADAMS) Accession No. ML26055A068).

As part of its environmental review under the National Environmental Policy Act of 1969, as amended (NEPA), the NRC is preparing an environmental assessment of the referenced licensing and regulatory requests. For efficiency, the NRC has elected to use the NEPA process to comply with Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA).

By letter dated March 3, 2026 (ML26062A273), the Pennsylvania State Historic Preservation Office (SHPO) requested more information on the CCEC training center.

Regulatory Basis The U.S. Nuclear Regulatory Commissions (NRC) regulations at Title 10 of the Code of Federal Regulations (10 CFR) Part 51, which implement Section 102(2) of NEPA, include requirements for applicants to provide information as may be useful in aiding the NRC staff in complying with NEPA and conducting its environmental review. These requirements include 10 CFR 51.41, Requirement to submit environmental information, which constitutes the NRC staffs underlying regulatory basis for its requests for information.

In addition, Section 106 of the NHPA, in part, directs Federal agencies to identify historic properties within the area of potential effect (APE). Specifically, 36 CFR 800.4(b) states that, in consultation with the SHPO and Indian Tribes, the Federal agency shall take the steps necessary to identify historic properties within the APE. This includes, but is not limited to, undertaking a review of existing information on historic properties within the APE, including any data concerning possible historic properties not yet identified (36 CFR 800.4(a)(2)).

Request for Confirmation of Information The NRC staff has completed a review of available information from tax records, historic aerial photographs, and information in the NRCs ADAMS. The NRC staff requests that CEG provide confirmation that the following information is correct or provides the associated corrected information.

The training center (northern building) was constructed in 1981. The simulator building (southern building) was constructed in 1985 (ML20116N076). The training building is approximately 19,656 square feet, and the simulator building is 19,936 square feet. In connection with the referenced licensing and regulatory requests that are necessary to reauthorize power operations at CCEC, interior modifications including electrical upgrades were made to the buildings, but no exterior modifications were made or are proposed.
