.::>areguara mrormauon When separated, this page is decontrolled" U.S. Nuclear Regulatory Commission Crane Restart PSP License Amendment Request Docket Nos. 50-289 October 24, 2025 Page 2 Pursuant to 10 CFR 50.90, "Application for amendment of license or construction permit," Constellation Energy Generation, LLC (CEG) requests an amendment to Renewed Facility License (RFL) Number DPR-50 for the Christopher M. Crane Clean Energy Center (CCEC) and approval of the proposed Christopher M. Crane Clean Energy Center Security Plan, Training and Qualification Plan and Safeguards Contingency Plan. The proposed amendment would revise the CCEC RFL to reflect the requirements associated with the security changes for the operating facility. The proposed Crane Clean Energy Center Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan will supersede the current ISFSI-Only Security Plan.

On November 4, 2024, CEG submitted a letter (Reference 1) to the NRC proposing a regulatory path to reauthorize power operations at CCEC consistent with IMC 2562, "Light-Water Reactor Inspection Program for Restart of Reactor Facilities Following Permanent Cessation of Power Operations." The regulatory pathway letter provides a discussion of the steps CEG contemplates for obtaining NRC authorization for resumption of power operations. The licensing actions required to return to the Operating Reactor Licensing Bases (ORLB), as described in Reference 2, include an Exemption Request from 10 CFR 50.82(a)(2) and three individual submittals to (1) restore the CCEC Operating License and Technical Specifications, (2) restore the CCEC Physical Security Plan (PSP) in accordance with 10 CFR 73, and (3) restore the CCEC Emergency Preparedness Program in accordance with 10 CFR 50.47..

This proposed amendment, if approved, allows for implementation of the Physical Security Plan for the operating facility as communicated in Reference 2.

The proposed changes have been evaluated in accordance with 10 CFR 50.91 (a)(1) using criteria in 10 CFR 50.92(c), and CEG has determined that this change involves no significant hazards consideration. CEG has also determined that the proposed security plan changes satisfy the criteria for categorical exclusion in accordance with 10 CFR 51.22(c)(12) and do not require an environmental review. Therefore, pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment is required.

The proposed changes have been reviewed and approved by the CCEC Plant Oversight Review Committee in accordance with the CCEC Quality Assurance Program.

In accordance with 10 CFR 50.91 "Notice for public comment; State consultation" paragraph (b), CEG is notifying the Commonwealth of Pennsylvania of this application for license amendment by transmitting a copy of this letter to the designated State Official.

CEG requests notification of the completed safety evaluation for the proposed amendment by November 30, 2026, with final approval coincident with NRC approval of "Safeguard Information When separated, th.is page is decontrolled"

Upon approval, CEG will implement the amendment within 60 days of issuance.

Attachments 1 and 2 contain Safeguards Information. Therefore, CEG requests that this information be withheld from public disclosure in accordance with 10 CFR 73.22, "Protection of Safeguards Information: Specific Requirements," paragraph (a)(1)(i).

These attachments have been appropriately marked and identified as Safeguards Information.

There are no new or revised regulatory commitments contained in this letter.
