Dear Mr. Blind,
The purpose of this email is to inform you of the status of your petitions in accordance with Nuclear Regulatory Commission (NRC) Management Directive (MD) 8.11, Review Process for 10 CFR 2.206 Petitions and its associated Directive Handbook (DH)Section IV.C Keeping the Petitioner Informed (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18296A043).
By emails dated between May 15 and September 16, 2025 (see details below), you made a total of 13 submissions to the NRC for consideration under Title 10 of the Code of Federal Regulations (10 CFR), Section 2.206. The submissions requested various enforcement actions against Holtec Decommissioning International, LLC, and Holtec Palisades, LLC regarding the Palisades Nuclear Plant. Key subsequent communications include:
On September 30, 2025, I informed you that your petitions screened into the 2.206 process in accordance with MD 8.11, DH Section II.A.2(d) and that a petition review board (PRB) is evaluating whether to accept the petitions for review in accordance with MD8.11 DH Section III.C, Criteria for Petition Evaluation, (ML25329A215).
On November 21, 2025, I provided a status update for the petitions in accordance with MD 8.11, DH Section IV.C, including acknowledging the reception and issuance of some documents related to the petitions since my September 30, 2025, communication (ML25329A217).
On December 1, 2025, I acknowledged your withdrawal of the 3 petitions dated July 17, July 29, and August 3, 2025 (ML25335A125).
On December 15, 2025, I acknowledged your withdrawal of the 4 petitions dated May 15, June 21, July 22, and August 8, 2025 (ML25350A002).
With the withdrawal of 7 of your 13 petitions, 6 of your petitions remain open, which the PRB has grouped into 5 topics as follows:

You will be provided the initial assessment after it is prepared in accordance with MD 8.11 DH Section III.E, Informing the Petitioner of the Results of the Initial PRB Assessment. After receiving the initial assessment, you will have an opportunity to meet with the PRB to discuss the initial assessment and to clarify or supplement the petitions in accordance with MD 8.11 DH Section III.F, Meeting With the Petitioner.
