NRR 2025 Achievements
Improved efficiency of the review process.
Prioritized implementation of the ADVANCE Act.
Developed licensing data analytics efforts, reducing schedule duration and hours
Provided more preapplication engagement.
Safely completed over 700 licensing actions, 90% ahead of schedule. Since implementing these efficiencies, the NRC has lowered project estimates by roughly 40% for schedules and 35% for staff hours, while continuing to meet safety standards.
Authorized license renewals for 13 reactors. Environmental review resources for these renewals have decreased by about 40% and the schedules have been accelerated by an average of 2 months due to streamlining of the NEPA process.
Approved the historic restart of Palisades. The NRCs experience with Palisades is also being applied to two additional reactor restart projects, the Crane Clean Energy Center in Pennsylvania and Duane Arnold Energy Center in Iowa.
Extended design certifications to 40 years.
Made significant progress on Part 57/Part 53 rulemakings.
Advanced next-generation reactor projects (TerraPower, NuScale, Kairos, X-energy).
Delivered organizational excellence and resilience through a hiring freeze, government shutdown, and return-to-office.
Responded to Executive Order 14300 and the ADVANCE Act.

Projected 2026 Goals
Addressing NEI Recommendations for digital I&C (DI&C).
Issued Limerick DI&C LAR.
Issue license renewals for 7 reactors.
Complete direct license transfer review, and issuance of a notice of comment and hearing opportunity (both March 2026) for the restart of Duane Arnold Energy Center, located in Iowa, scheduled for 2028.
Revise and issue ROP baseline IPs and IMCs to implement Commission SRM. The implementation of these efforts will result in a reduction of 39 percent of the baseline inspection hours.
Continue safely executing licensing reviews, while leveraging/ implemented a Graded Approach GEM.
o Approved TSTF-585 and a tiger team has been formed.
Execute next-generation reactor reviews.
Pilot applicant-led EIS for Fermi Americas 4-unit AP1000 plant.
Expedite AP1000, Rev. 20 DCD review (Vogtle Unit 4 as-built design).
Continue engagement with over a dozen advanced reactor vendors.
Issue Advanced Reactor Construction Oversight Program (ARCOP) inspection guidance.
Issue Part 53 and proposed Part 57.
Deliver EO 14300 and the ADVANCE Act results.

- Instrumentation & Controls (I&C) Modernization Addressing software common cause failure is becoming an impediment for implementing digital I&C modifications.
- Ultimate Heat Sink (UHS) Solutions The PWROG has concluded that there is no generic approach.
- Online Monitoring Efforts (OLM)
The PWROG is developing a generic OLM Topical Report to allow performance-based monitoring in lieu of performing periodic Technical Specification channel calibration surveillances.
ADVANCE Act and EO 14300 Licensing Efficiency Efforts
- NRC staff developed an unprecedented number of rulemaking packages, guidance documents, policy papers, and inspection procedures to support the implementation of the ADVANCE Act and EO 14300.
- Aligned with ADVANCE Act & EO 14300 - Issued Licensing Efficiency Report and updated NEIMA milestones (18/12-month targets)
- Accountability Through Metrics - Tracking Performance (QPRs, CBJ metrics, and new Section 505 indicators)
