Dear Mr. Ewing:

By letter dated December 29, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25363A148), Westinghouse Electric Company (Westinghouse) submitted Topical Report (TR) WCAP-16996-P/NP, Revision 1, Supplement 3, Revision 0, Extension of FULL SPECTRUM LOCA (FSLOCA) Evaluation Methodology to Perform Analysis of High Burnup Fuel (Proprietary/Non-Proprietary), for the U.S. Nuclear Regulatory Commission (NRC) staffs review and approval.

The NRC staff has found that the TR contains sufficient information to begin its detailed technical safety review. Given the lesser scope and depth of the acceptance review, as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

If modifications to these dates are deemed necessary, we will provide revisions/updates to this information. To support a more efficient review process, the NRC is setting a goal of a 15 percent improvement in timeliness and resources. Accordingly, our estimate for this review is 1020 hours0.0118 days <br />0.283 hours <br />0.00169 weeks <br />3.8811e-4 months <br /> total review time including project management time within a 15-month review timeframe (based on the best estimate of 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br /> and an 18-month schedule).

If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date of significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. The review schedule milestones and estimated review costs were discussed and agreed upon between Nathaniel Mackereth, Westinghouse, and the NRC staff on March 4, 2026.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, the NRC staff hours will be billed accordingly.
