APPROVAL OF ORANO FEDERAL SERVICES, LLC, STANDARD PRACTICE PROCEDURES PLAN AND NON-POSSESSING FACILITY SECURITY CLEARANCE - ENTERPRISE PROJECT IDENTIFIER L-2025-SPR-0011
Dear Jean-Luc Player:
This is in response to your December 2, 2025, letter (Agencywide Documents Access and Management System [ADAMS] Accession No. ML25337A075), submitting the Standard Practice Procedure Plan (SPPP) in support of an Orano Federal Services, LLC (OFS), request to receive a non-possessing facility clearance (FCL). The SPPP was submitted for the U.S.
Nuclear Regulatory Commission (NRC) review and approval.
The NRC staff has completed its review and, as a result, has approved the SPPP. Therefore, based on this approval, in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 95 the NRC staff is granting OFS NRC FCL N4222 at the Secret-Restricted Data level. The FCL is considered active upon issuance of key management personnel. This FCL authorizes OFS access to classified matter only at the NRC headquarters facility. Should access be required at another location, OFS should notify the NRC prior to access being granted. By letter dated December 22, 2025 (ML25349B307), NRC staff from the Office of Nuclear Security and Incident Response, Division of Security Operations, Information Security Branch, had previously informed Ms. Anne Haluska (OFS Facility Security Officer) of the approval of the FCL.
This letter closes all efforts under Enterprise Project Identifier L-2025-SPR-0011.
In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS.
