Dear Mr. Palayer:
This is to acknowledge the U.S. Nuclear Regulatory Commission (NRC) receipt of Orano Federal Services (OFS), LLCs submittal dated December 2, 2025 (Agencywide Document Access and Management System [ADAMS] Accession Number ML25337A075) for review and approval. The submittal provides OFS Standard Practice Procedure Plan (SPPP) in support of OFS request to receive a non-possessing facility clearance (FCL). The FCL is being requested to subsequently allow OFS to apply for NRC-issued personnel security clearances for accessing classified information that will inform OFS's support of Orano USA LLC's NRC license application.
The NRC staff is currently reviewing your submittal and expects issuing a response by the end of January 2026. Your submittal has been assigned Enterprise Project Identification (EPID) number L-2025-SPR-0011, Orano Federal Services LLC - Non-Possessing Facility Clearance. Please reference this EPID number in any future communications regarding this matter.
In accordance with 10 CFR section 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS.
