ACCEPTANCE REVIEW OF APPLICATION FOR CONSENT TO DIRECT AND INDIRECT TRANSFER OF CONTROL OF CONSTRUCTION PERMIT CPMIF-001 AND CONFORMING LICENSE AMENDMENT (EPID NO. L-2026-LLM- 0000)

Dear Dr. Piefer and Mr. Bartelme:

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your application dated February 4, 2026 (ADAMS Package Accession No. ML26035A418), submitting an application to transfer control of Construction Permit No. CPMIF-001 for the SHINE Medical Isotope Production Facility from SHINE Technologies, LLC to a newly formed company, SHINE Chrysalis, LLC, and issuance of a conforming amendment to the construction permit. The application also seeks NRC approval of the indirect transfer of control of the construction permit as a result of the establishment of a new intermediate parent company, SHINE Chrysalis Holdings, LLC, which will be the direct corporate parent of SHINE Chrysalis, LLC.

The NRC staff completed its acceptance review of your application and concluded that it includes sufficient information for the NRC staff to begin its detailed review.

Notwithstanding the acceptance review, the NRC staff may require additional information to complete the detailed review. If needed, the NRC staff will request this information by separate correspondence within approximately 30 days of the date of this letter.

Based on the acceptance review, the NRC staff has estimated that the review will take approximately 65 hours7.523148e-4 days <br />0.0181 hours <br />1.074735e-4 weeks <br />2.47325e-5 months <br /> to complete. The NRC staff expects to complete its review and make a final determination on the license transfer by April 30, 2026. This date could change due to several factors, including requests for additional information, unanticipated changes to the scope of the review, unsolicited supplements to the application, and others. If the forecasted completion date changes or significant changes in the forecasted hours, the NRC staff will notify you in writing of the reasons for the changes along with the new estimates.
