OF FEBRUARY 13, 2026, PRE-APPLICATION MEETING WITH FLORIDA POWER AND LIGHT COMPANY REGARDING PROPOSED LICENSE AMENDMENT REQUEST FOR ST. LUCIE PLANT AUXILIARY PIPING LEAK-BEFORE-BREAK EXPANSION (EPID L-2026-LRM-0010)

On February 13, 2026, an observational public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light Company (FPL or the licensee). The purpose of this meeting was to discuss a potential License Amendment Request (LAR) application for St. Lucie Plant, Unit Nos. 1 and 2, related to the auxiliary piping leak-before-break expansion.

The meeting notice and agenda, dated February 2, 2026, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML26035A140. The licensee presented slides that are available at ML26054A317.

The licensee presented the information contained in the meeting slides which are summarized below:

FPL proposes to expand the current Leak-Before-Break Analysis (approved in 1993, ML20138E042) for both Unit Nos. 1 and 2 to include certain auxiliary Class 1 piping systems connected to the reactor coolant system (RCS). The proposed change expands to the pressurizer surge lines attached to the hot leg, the shutdown cooling attached to the hot leg, and the safety injection tank lines attached to the cold leg, all attached to the RCS main loop piping.

FPLs primary purpose for this specific request is to allow for an increase of the analytical margin for the Unit No. 1 reactor vessel core barrel. FPL assumption was based on WCAP-17096, Reactors Internals Acceptance Criteria Methodology and Data Requirements.

Approval of the LAR reduces the postulated loads resulting from a loss-of-coolant accident (LOCA) event.

The applicable requirements for this LAR are: Title 10 of the Code of Federal Regulations, Part 50, Appendix A, General Design Criteria 4; NRC Standard Review Plan 3.6.3, Leak-Before-Break Evaluation Procedures, of NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR

[light-water reactor] Edition; and Regulatory Guide 1.45, Rev 1, Guidance on Monitoring and Responding to Reactor Coolant System Leakage. Additionally, FPL will propose other relevant applicable requirements in the application as appropriate.

FPL proposed LAR does not plan to include any changes to the technical specification requirements for leakage detection.

Precedent: Waterford Steam Electric Station, Unit 3, Amendment No. 232 (ML110410119)

With this proposed LAR, FPL is not proposing to impact its Subsequent License Renewal application, neither is it proposing to revise the Time-Limited Aging Analysis in its subsequent license renewal application.

FPL is planning to submit the application in February/March 2026, with a potential implementation of the leak-before-break LAR 90 days after the NRC issues the amendment.

There was no need for a closed business meeting.

There were no members of the public in attendance.

The NRC staff did not make any regulatory decisions during the meeting.
