In the referenced letter, Constellation Energy Generation, LLC (CEG) requested a change to the Technical Specifications (TS) of Renewed Facility Operating License No. DPR-69 for Calvert Cliffs Nuclear Power Plant (CCNPP), Unit 2. This supplement revises some of the compensatory measures in Section 3.4 of the referenced letter due to changes to the CCNPP 2026 Unit 1 Refueling Outage plan.

Attachments 3 and 4 provide an updated markup of the affected TS page and the associated clean page, respectively. The updated TS page adds a reference to this supplement to document the updated compensatory measures.

CEG has reviewed the information supporting a finding of no significant hazards consideration and the environmental consideration provided to the NRC in the referenced

Refer to Reference Attachment 3, Updated Final Safety Analysis (UFSAR) Fig. No. 8-1, which is the Electrical Main Single Line Diagram for CCNPP, to facilitate the following discussion.

At the time the Reference was transmitted, 4.16 kV ESF Bus 11 was planned to be removed from service for part of the extended CT period. Additional compensatory measures were specified as only applicable during the 4.16 kV ESF Bus 11 out of service period. The current outage plan does not include the removal of 4.16 kV ESF Bus 11. Therefore, compensatory measures that were required only during the 4.16 kV ESF Bus 11 out of service period have been removed from the updated compensatory measures as reflected in Attachment 2 of this submittal.

At the time the Reference was transmitted, 500 kV breakers 552-21, 552-22, 552-23, and 552-43 (and control room hand switches) were planned to be protected during the extended CT period. The current outage plan includes a period where equipment in the 500 kV system is removed from service to support required maintenance. Breakers 552-21, 552-22, 552-23, and 552-43 will be removed from service during this maintenance period. This maintenance is necessary to ensure the continued reliability of the 500 kV system.

The updated outage protection scheme includes the additional protection of 500 kV breakers 552-11, 552-13, 552-61, and 552-63 (and control room hand switches), as well as the P-13000-3 service transformer. With the updated protection scheme, there will be protected offsite sources through the Red Bus to both the P-13000-2 and P-13000-3 service transformers. This protection scheme provides redundant 13.8 kV transformers supporting 13.8 kV Bus 21. These changes to 500 kV system protection are included in the updated protected equipment listing in of this submittal.

Additional changes were also made to the Reference protected equipment listing and associated note. Areas in the 500 kV switchyard control house are now specified since there are portions of the control house that do not require protection. The 4.16 kV ESF Buses 11, 21, and 24 buses are now explicitly called out as sub-items in the list of protected equipment. The 13.8 kV Bus 21 metal clad enclosure sub-item was corrected to specify Unit 2 instead of Unit 1.

Finally, the note following the list of protected equipment was updated to include the potential for Operational Risk in addition to Elevated Risk per the integrated risk management procedure.

All other compensatory measures described in the Reference remain unchanged.

Attachments 3 and 4 of this submittal provide an updated markup of the affected TS page and the associated clean page, respectively. The update adds a reference to this supplement to document the updated compensatory measures for the extended CT.
