ISSUANCE OF RENEWED FACILITY OPERATING LICENSE NOS. DPR-80 AND DPR-82 FOR DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2
Dear Ms. Gerfen:
The U.S. Nuclear Regulatory Commission (NRC) has issued Renewed Facility Operating License Nos. DPR-80 and DPR-82 to Pacific Gas and Electric Company (PG&E) for Diablo Canyon Nuclear Power Plant, Units 1 and 2, respectively. These licenses were issued following the completion of the NRC staffs safety and environmental reviews of PG&Es application dated November 7, 2023 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML23311A154), as supplemented by letters dated October 14, 2024 (ML24289A118), March 6, 2025 (ML25069A508), April 24, 2025 (ML25114A242), May 13, 2025 (ML25133A223), and February 11, 2026 (ML26042A359). The renewed licenses expire at midnight on November 2, 2044 (Unit 1) and August 26, 2045 (Unit 2).
The NRC staff documented the results of its safety review in the Safety Evaluation Related to the License Renewal of Diablo Canyon Nuclear Power Plant, Units 1 and 2, dated June 2025 (ML25153A508), and determined that PG&E had met the requirements of 10 CFR 54.29(a). The NRC staff documented the results of its environmental review in NUREG-1437, Supplement 62, Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding License Renewal of Diablo Canyon Nuclear Power Plant, Units 1 and 2, Final Report, dated June 2025 (ML25156A357), and in a Record of Decision (ML26022A077) and determined that PG&E had met the requirements of 10 CFR 54.29(b).
Enclosed with this letter are the Diablo Canyon Nuclear Power Plant, Units 1 and 2 Renewed Facility Operating Licenses and Technical Specifications, the Record of Decision, and a copy of the Federal Register notice of issuance. The renewed licenses include new license conditions and changes to Appendix B as discussed in the Record of Decision. The notice of issuance has been forwarded to the Office of the Federal Register for publication.
