Letter from Dennis M. Moore (Constellation Energy Generation, LLC) to U.S. Nuclear Regulatory Commission, "License Amendment Request - Proposed Changes to Christopher M. Crane Clean Energy Center (CCEC) Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, Revision O" dated October 24, 2025 (ML25300A118)
By letter dated October 24, 2025 (Reference 4), Constellation Energy Generation, LLC (CEG) submitted proposed changes to the Christopher M. Crane Clean Energy Center (CCEC) Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan. This revised cover letter supersedes the October 24, 2025 cover letter in its entirety. This letter supersedes the cover letter only but does not modify the previously submitted attachments of Reference 4. As such, Attachments 1 and 2 of Reference 4 are not being resubmitted with this cover letter.
The purpose of this superseding cover letter is to (1) provide additional details regarding the No Significant Hazards consideration determination discussion made in the previous cover letter of Reference 4, and (2) substitute the previous Environmental Consideration statement with a reference to CEGs Environmental Report that was submitted to the NRC on October 31, 2025 (ML25303A294).
Pursuant to 10 CFR 50.90, "Application for amendment of license or construction permit," Constellation Energy Generation, LLC (CEG) requests an amendment to Renewed Facility License (RFL) Number DPR-50 for the Christopher M. Crane Clean Energy Center (CCEC) and approval of the proposed Christopher M. Crane Clean Energy Center Physical Security Plan, Training and Qualification Plan and Safeguards Contingency Plan. The proposed amendment would revise the CCEC RFL to reflect the requirements associated with the security changes for the operating facility. The proposed Crane Clean Energy Center Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan will supersede the current ISFSI-Only Security Plan.
On November 4, 2024, CEG submitted a letter (Reference 2) to the NRC proposing a regulatory path to reauthorize power operations at CCEC consistent with IMC 2562, "Light-Water Reactor Inspection Program for Restart of Reactor Facilities Following Permanent Cessation of Power Operations." The regulatory pathway letter provides a discussion of the steps CEG contemplates for obtaining NRC authorization for resumption of power operations. The licensing actions required to return to the Operating Reactor Licensing Bases (ORLB), as described in Reference 2, include an Exemption Request from 10 CFR 50.82(a)(2) and three individual submittals to (1) restore the CCEC Operating License and Technical Specifications, (2) restore the CCEC Physical Security Plan (PSP) in accordance with 10 CFR 73, and (3) restore the CCEC Emergency Preparedness Program in accordance with 10 CFR 50.47.
U.S. Nuclear Regulatory Commission Crane Restart PSP License Amendment Request Docket Nos. 50-289 January 21, 2026 Page 3 This proposed amendment implements the CCEC Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan for the operating facility as communicated in Reference 2.
The proposed changes combine previously authorized operating plant PSP language and incorporates changes made to the PSP, after being defueled, that shall remain applicable in an operating condition. CCEC Security force activities including locations, response times, and design basis threats associated with the operating nuclear facility and equipment used in support of these activities, which are the subject of the requested change, will remain consistent with NRC regulations.
The proposed changes have been evaluated in accordance with 10 CFR 50.91 (a)(1) using criteria in 10 CFR 50.92(c), and CEG has determined that this change involves no significant hazards consideration based on the following:
10 CFR 50.92(c)(1): Does the proposed amendment involve a significant increase in the probability or consequences of an accident previously evaluated?
Response:No Basis: The proposed changes implement the CCEC Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan in accordance with 10 CFR 50.73 including changes approved under 10 CFR 50.54(p).
With regards to protection of fission product barriers and prevention and mitigation of design basis accidents, the proposed changes do not require plant modifications, alter the plant configuration, require new plant equipment to be installed, alter accident analysis assumptions, add any initiators, or affect the function of plant systems or the manner in which systems are operated, maintained, modified, tested, or inspected.
Therefore, the proposed changes do not involve a significant increase in the probability or consequences of an accident previously evaluated.
10 CFR 50.92(c)(2): Does the proposed amendment create the possibility of a new or different kind of accident from any accident previously evaluated?
Response: No.
Basis: The proposed changes implement the CCEC Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan in accordance with 10 CFR 50. 73 including changes approved under 10 CFR 50.54(p ).

Therefore, the proposed changes do not create the possibility of a new or different kind of accident from any accident previously evaluated.
10 CFR 50.92 (c)(3): Does the proposed amendment involve a significant reduction in a margin of safety?
Response: No.
Bases: Margin of safety is associated with confidence in the ability of the fission product barriers (i.e., fuel cladding, reactor coolant system pressure boundary, and containment structure) to limit the level of radiation dose to the public.
The proposed changes implement the CCEC Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan in accordance with 10 CFR 50.73 including changes approved under 10 CFR 50.54(p).
With regards to protection of fission product barriers and prevention and mitigation of design basis accidents, the proposed changes do not require plant modifications, alter the plant configuration, require new plant equipment to be installed, alter accident analysis assumptions, add any initiators, or affect the function of plant systems or the manner in which systems are operated, maintained, modified, tested, or inspected.
Margins of safety are unaffected by the proposed changes to the CCEC Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan.
Therefore, the proposed changes do not involve a significant reduction in a margin of safety.
Based on the considerations discussed above: 1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, 2) such activities will be conducted in compliance with the Commission's regulations, and 3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
A detailed environmental evaluation of restart activities, including this proposed amendment, was provided in an Environmental Report that was submitted to the NRC on October 31, 2025 (ML25303A294).
U.S. Nuclear Regulatory Commission Crane Restart PSP License Amendment Request Docket Nos. 50-289 January 21, 2026 Page 5 The proposed changes, submitted as Attachments 1 and 2 of Reference 4, have been reviewed and approved by the CCEC Plant Oversight Review Committee in accordance with the CCEC Quality Assurance Program.
In accordance with 10 CFR 50.91 "Notice for public comment; State consultation" paragraph (b ), CEG is notifying the Commonwealth of Pennsylvania of this application for license amendment by transmitting a copy of this letter to the designated State Official.
CEG requests notification of the completed safety evaluation for the proposed amendment by August 31, 2026, with final approval coincident with NRC approval of the aforementioned 10 CFR 50.82(a)(2) Exemption Request. Upon approval, CEG will implement the amendment within 60 days of issuance.
Attachments 1 and 2, previously submitted with Reference 4, contain Safeguards Information. Therefore, CEG requests that the information contained in Attachments 1 and 2 of Reference 4 be withheld from public disclosure in accordance with 10 CFR 73.22, "Protection of Safeguards Information: Specific Requirements,"
paragraph (a)(1 )(i). The attachments have been appropriately marked and identified as Safeguards Information.
