Orano USA LLC submitted a Standard Practice Procedure Plan (SPPP) in support of a request to transition from its U.S. Nuclear Regulatory Commission (NRC) non-possessing facility clearance (FCL) number N4192 to a possessing FCL for the NRC staffs review [1], and the NRC accepted the SPPP for technical review [2].

The NRC staffs review of the submittal identified additional information that is still needed before final action can be taken [3]. This submittal provides responses to the Request for Additional Information (RAI).

provides the RAI responses, Enclosure 2 provides a markup version of the SPPP, and Enclosure 3 provides the SPPP for approval. All enclosures marked SECURITY-RELATED INFORMATION, Withhold Under 10 CFR 2.390.
