ACCEPTANCE OF ORANO USA LLCS STANDARD PRACTICE PROCEDURE PLAN - ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2025-DFA-0000
Dear Jean-Luc Palayer:
By letter dated August 15, 2025 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML25227A250), you submitted Orano USA LLCs Standard Practice Procedure Plan in support of your request to transition from a non-possessing U.S. Nuclear Regulatory Commission (NRC) Facility Clearance (FCL) N4192 to a possessing FCL.
Following receipt of your submittal, the NRC staff conducted an acceptance review of the information provided and determined that there are no administrative omissions or deficiencies that would prevent us from proceeding with its detailed technical review. Your submittal has been assigned Enterprise Project Identification Number L-2025-DFA-0000. Please reference this number and Docket No. 07007038 in any future correspondence associated with this matter.
Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our review of your submittal by December 2025, which is 9 months shorter than our 12-month metric for license amendments (see https://www.nrc.gov/about-nrc/generic-schedules.html). This schedule includes the issuance, if needed, of a request for additional information (RAI) by mid-October 2025 and receiving your responses to the RAI within 30 days from the RAIs issuance date. The NRC staff estimates that completing the review of your submittal will require approximately 60 staff hours, which corresponds to about $19,080.00
($318.00/hour) and aligns with historical averages for this type of licensing review. We will promptly communicate any significant schedule or cost changes.
In accordance with Title 10 of the Code of Federal Regulations Section 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS.
