The non-proprietary versions regarding ten of the listed documents (Items 7, 8, 9, 10, 11, 13, 18, 19, 20, and 21) can be found in ADAMS at Accession Nos. ML25188A131, ML25188A083, ML25188A121, ML25188A103, ML25188A106, ML25188A097, ML25188A124, ML25188A101, ML25188A122, and ML25188A100, respectively. As stated in your letter, the remaining twelve documents (Items 1, 2, 3, 4, 5, 6, 14, 15, 16, 22, 23, and 24) contain extensive proprietary information to the extent that a redacted version would be of no value to the public. Therefore, a non-proprietary version was not submitted for these documents.

The affidavits stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

a) Use of the information by a competitor would permit the competitor to significantly reduce its expenditure, in time or resources, to design, produce, or market a similar product or service.

b) The information includes test data or analytical techniques concerning a process, methodology, or component, the application of which results in a competitive advantage for Framatome.

c) The information reveals certain distinguishing aspects of a process, methodology, or component, the exclusive use of which provides a competitive advantage for Framatome in product optimization or marketability.

d) The information is vital to a competitive advantage held by Framatome, would be helpful to competitors to Framatome, and would likely cause substantial harm to the competitive position of Framatome.

The NRC staff has reviewed the affidavits and the material in accordance with the requirements of 10 CFR 2.390 and based on the statements in the affidavit, it has determined that the submitted information sought to be withheld contains proprietary commercial information and should be withheld from public disclosure.

Therefore, the submitted information marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.390(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, Framatome should promptly notify the NRC. Framatome also should understand that the NRC may have cause to review this determination in the future if, for example, the scope of a Freedom of Information Act request includes Framatome information. In all review situations, the NRC will follow applicable

laws, regulations, and policies in conducting its review, including the NRCs policies on notifying the owner of information in advance of any public disclosure.
