Dear Michelle Rome:
Thank you for your letter of May 23, 2025 initiating consultation under Section 106 of the National Historic Preservation Act regarding the application by Duke Energy to renew the operating license for the H.B. Robinson Steam Electric Plant, Unit 2 for an additional 20 years. If approved, the operating license would expire on July 31, 2050. The State Historic Preservation Office (SHPO) is providing comments to the Nuclear Regulatory Commission (NRC) as part of the application process, which includes preparation of a Supplemental Environmental Impact Statement (SEIS). The NRC intends to comply with Section 106 of the National Historic Preservation Act and its implementing regulations, 36 CFR 800, through the National Environmental Policy Act (NEPA) process. Please note that consultation with the SHPO is not a substitution for consultation with Tribal Historic Preservation Offices, other Native American tribes, local governments, or the public.
Our office has received and reviewed the Architectural Survey and National Register Evaluation of the Robinson Nuclear Plant, prepared by Terracon for Duke Energy Corporation in August 2025. Our office received the final report, dated November 2025, on December 7, 2025. The survey identified resources with the Area of Potential Effect (APE), defined as the legal parcel boundary of the Robinson Nuclear Plant. The survey notes a total of 59 building/structures within the APE, of these 19 were recorded as part of the survey. The remaining 40 were not assessed as they were less than 50 years old. The survey documented one historic resource, the
Robinson Nuclear Plant (SHPO Site No. 0943) and 18 secondary resources (SHPO Site Nos.
0943.01 - 0943.18).
The report recommends that the Robinson Nuclear Plant (SHPO Site No.0943 and associated buildings-SHPO Site Nos. 0943.01 - 0943.018) are eligible for listing in the National Register of Historic Places under Criteria A and C at the State Level of Significance as it retains much of its character defining features and retains significance as a ca. 1967-1971 nuclear power station.
Our office concurs with this recommendation. We consider the period of significance to be from 1967-1971, and that the boundary of the eligible property is that shown on Figures 1 and 2 of the final report.
Our office accepts the Architectural Survey and National Register Evaluation of the Robinson Nuclear Plant. We look forward to continued consultation on the subsequent license renewal application.
