The U.S. Nuclear Regulatory Commission's December 2025 Status Report as Required by Section 5(c) of Executive Order 14156, of January 20, 2025, "Declaring a National Energy Emergency" In accordance with Section 5( c) of Executive Order 14156, entitled "Declaring a National Energy Emergency," dated January 20, 2025, the U.S. Nuclear Regulatory Commission (NRC) is providing the below list of all current and planned or potential NRC licensing actions that support the production, generation, and supply of domestic energy that may be subject to this requirement, for the reporting period that ends the second week of December 2025.

If the NRC were to determine that an Endangered Species Act (ESA) consultation would result in a delay in a licensing review, the NRC would use the regulation on ESA consultations in emergencies (50 CFR 402.05) to the maximum extent permissible under the law to facilitate the Nation's energy supply.

Changes in this Report October 2025 The following projects have been removed from this report because ESA Section 7 consultations have been completed.

o Dewey-Burdock (Powertech (USA) Inc.), Uranium In-Situ Recovery Facility License Renewal November 2025 There were no changes in the status of ESA consultations in November.

The NRC received the following new applications, which have been moved from planned or potential licensing actions to current licensing reviews in this report.

o Crane Clean Energy Center (Constellation Energy Corporation), License Amendment Requests to restart operation of the power plant o

Duane Arnold Energy Center (NextEra Energy Duane Arnold, LLC), License Amendment Requests to restart operation of the power plant December 2025 One new planned or potential license application for a nuclear fuel cycle facilities project has been added to Section 10 of this report:
