Current Status of Emergency Preparedness Program 6

  • Emergency Plan

-Independent Spent Fuel Storage (ISFSI) Only Emergency Plan

-Action Levels (EALs) limited to ISFSI and Security EALs

  • Onsite Emergency Response Organization (ERO) Status

-Dedicated Facilities not required

-ERO: Limited to 3 positions

  • Offsite Emergency Planning Status

-Offsite Radiological Emergency Planning not currently required by regulations

-Sirens have been transferred to Linn and Benton counties

Proposed Changes to Emergency Preparedness Program/Plan 7

  • NEDA intends to implement the Common NextEra/FPL Fleet Emergency Plan approved by the NRC and add a DAEC Annex for site-specific information

-Combine current ISFSI EALs with previously used and approved NEI 99-01 Revision 6 EALs

-The ANS will be upgraded to use the Integrated Public Alert Warning System

- Backup ANS: Alert Iowa (Rave's reverse 911 system)

  • Offsite Emergency Planning Status

-NEDA is actively supporting Offsite Response Organization (OROs) and the state of Iowa to restore their offsite Radiological Emergency Plans

  • NEDA is actively restoring Emergency Response Facilitates as previously approved by NRC

-Operational Support Center (OSC)

-Emergency Operations Facility (EOF)

  • EOF will be located outside of the EPZ - NEDA is presently exploring location options

-Emergency Response Notification for Incidents and Events (ERNIE) for notifications

-United RASCAL Interface (URI) will be implemented for off-site dose projections

Restoring the Alert and Notification System 9

  • NEDA previously used outdoor warning sirens as the primary ANS
  • IPAWS will be used as the primary technology to notify the public in the event of an emergency

-IPAWS enables authorized government agencies to issue various types of alerts:

  • Emergency Alert System (EAS) messages
  • Wireless Emergency Alert (WEA) to mobile devices
  • NOAA Weather Radio alerts
  • Other alerting services (i.e., digital signage, internet, social media, etc.)

Evacuation Time Estimate Study and On-Shift Staffing Analysis 10

  • Evacuation Time Estimate (ETE) Study

-An in-depth ETE study is currently in-progress based on 2020 census data and to account for:

  • Population growth and shift
  • Transportation network changes
  • Special facilities, such as prisons, hospitals and, daycares.

-The ETE provides information for use in the formation of NEDAs Protective Action Recommendations (PARs)

-NEDA will submit the final ETE report to the NRC in accordance with 10 CFR 50, Appendix E requirements

  • On-Shift Staffing Analysis

-NEDA is currently completing the On-Shift Staffing Analysis in order to document that the minimum shift crew can perform the action required by Emergency Operating Procedures (EOPs) and the Emergency Plan, without task overlap or overburden, prior to Emergency Response Organization (ERO) augmentation

Timeline 11

  • ANS Design Report will be submitted to FEMA no later than 1st Quarter 2026
  • NEDA anticipates that the Emergency Preparedness program will be ready for NRC review no later than 1st Quarter 2027
