SUMMARY
OF OCTOBER 27, 2025, CLOSED MEETING WITH NEXTERA ENERGY DUANE ARNOLD, LLC, REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO REVISE THE SITE SECURITY PLAN TO SUPPORT RESUMPTION OF POWER OPERATIONS (EPID L-2025-LRM-0021)
On October 27, 2025, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Duane Arnold, LLC (NextEra, the licensee) at NRC Headquarters in Rockville, MD. The purpose of the meeting was to discuss a proposed license amendment request to revise the site security plan for the Duane Arnold Energy Center (DAEC) to support potential restart of the unit. The meeting notice and agenda, dated September 30, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML25273A157. A list of attendees is provided as an enclosure to this summary.
The meeting began with introductions and opening remarks from the NRC staff, followed by introductions of NextEra staff. The licensee then moved into their presentation for the meeting.
The licensee discussed boundary configuration changes, building configuration changes, and installation of delay barriers. The licensee also discussed restoration of the physical security plan (PSP) in accordance with the regulations in Title 10 of the Code of Federal Regulations (10 CFR), Part 73, Physical Protection of Plants and Materials. Specifically, 10 CFR 73.55 for protection against radiological sabotage, 10 CFR 73.56 for personnel access authorization, and 10 CFR 73.21 for protection of safeguards information. NextEra also stated that they would adhere to the guidance in Nuclear Energy Institute (NEI) 03-12, Revision 8, Template for Security Plan, Training and Qualification Plan, Safeguards Contingency Plan [and Independent Spent Fuel Storage Installation Security Program]. The licensee stated the PSP would be restored by transferring information from the PSP that was in place when the unit was last operating. Additionally, NextEra discussed restoration of their cyber security program in accordance with 10 CFR 73.54 bad the guidance and Regulatory Guide 5.71, Cyber Security Programs for Nuclear Power Reactors. NextEra closed the presentation with a discussion of security staffing.
The NRC staff asked the licensee questions regarding proposed changes to the PSP. The NRC staff also asked about restoration of the cyber security plan and the timeline for submittal. The licensee provided responses during the meeting.
At this meeting, the NRC staff made no regulatory decisions.
